About this file
The document is a "Response to Offeror Questions" file for RFP #26-0904006-004 issued by the South Dakota Department of Health's Office of Injury, Violence and Overdose Prevention. The RFP seeks a contractor to provide comprehensive healthcare technical assistance and training focused on reducing opioid misuse and overdose, with proposals due on October 31, 2025, and an anticipated award by December 31, 2025. The selected contractor will coordinate with three major healthcare systems (Avera, Sanford, and Monument) and independent facilities to implement evidence-based interventions, deliver quarterly in-person and virtual training to healthcare professionals, and develop educational resources. The contract is structured for an initial one-year term with potential for four additional one-year extensions, targeting healthcare providers in emergency departments, primary care clinics, and other healthcare settings.
The project is funded by a Centers for Disease Control and Prevention grant (Overdose Data to Action in States) with a current approved budget of $109,000. The RFP allows for fully-burdened market-based hourly billing rates and requires detailed cost proposal submissions, with indirect costs limited to 1.8% of the total contract amount or the organization's federally approved indirect cost rate. Priority populations include rural areas and tribal populations, with an anticipated 50/50 split between virtual and in-person training. The contractor will be primarily responsible for engaging healthcare facilities, with potential assistance from the South Dakota Department of Health in making initial contacts. No specific set-aside designations or enterprise restrictions were mentioned in the document.

Response to Offerer Questions for RFP #26-0904006-004
1.Request clarification on the due date for the one paper copy of the proposal. Please clarify what is meant by “no later than five days of the due date and time indicated in the Schedule of Activities” and “within 5 business days of the proposal due date.” Does this mean five business days before 10/31 or five business days after 10/31?
Due dates for paper copies are referenced in the RFP document as follows:
1.5 Submitting Your Proposal -page 2
1. The bidder may submit one electronic original of the proposal and one paper copy of the proposal to be received by the Department no later than five days of the date and time indicated in the Schedule of Activities.
5.0 Proposal Response Format-page 11
5.1.1 The offeror shall provide an electronically formatted copy of their proposal via email by the due date. The offeror also must provide copies of their entire proposal , including attachments, within 5 business day of the proposal due date.
The due date for the electronic proposal is October 31, 2025, so the paper copy is due no later than November 7, 2025 by 5:00 pm, which is 5 business days after the due date.
2.Request clarification on the indirect cost rate. Does federally approved indirect cost rate mean a federally approved negotiated indirect cost rate? Does the federal de minimis indirect cost rate qualify as a federally approved indirect cost rate?
Indirect cost rates for the proposal budget are referenced in the RFP document as follows:
7.0 Cost Proposal-page 13
Indirect costs may be included for executive oversight, accounting, and contract management. The allowable cost rate may not exceed the federally approved indirect cost rate for the DOH, which is 1.8% of the total contract amount. Organizations that have their own federally approved indirect cost rate may use that for this application.
Yes, the reference to federally approved indirect cost rate would be the organization’s approved federally negotiated cost rate agreement with their federal cognizant agency. If your organization does not currently have an approved federally negotiated indirect cost rate agreement, then the 15% de minimis rate would be allowable providing your entity is a non-federal entity, the rate is applied to all federal awards received by your organization, and costs are consistently charged as direct or indirect per your organizations policies and procedures.
3.Has a budget been established for the first year of work? Please provide your estimated budget limit or budget range for this project.
The current approved budget for this project is $109,000.
4.The RFP mentions that "The selected applicant will be expected to work with the three major healthcare systems in South Dakota, as well as independent facilities." Is there a goal for the number of facilities or healthcare systems that are engaged in education efforts each year?
Goals for the number of facilities that are engaged in education efforts each year will be established through the annual South Dakota Department of Health approved contract workplan and budget. This may vary from one year to the next.
5.What is the nature of the assistance that the Office Of Injury, Violence, and Overdose Prevention will offer regarding communications with hospitals and other healthcare providers? For instance, will the Office issue emails to their mailing list? Make individual connections? Or will the contractor be solely responsible for engaging the healthcare providers?
The contractor will be mainly responsible for engaging healthcare facilities, but the SD Department of Health will assist in making initial contacts with facilities if needed.
6.We note that there may be required meetings with state or CDC staff. Is there specific state or federal funding going into this project?
Yes, this project is funded by the grant from the Centers for Disease Control and Prevention, Overdose Data to Action in States.
7. As a for-profit consulting company, we typically provide fully-burdened market-based hourly billing rates by labor category (for example, Principal - $xxx/hour, Senior Consultant - $xxx/hour, Consultant - $xxx/hour, Research Associate - $xxx/hour). We do not base our hourly billing rates on salaries with multiplier categories, which is more typical in the not-for-profit and educational arenas. Please confirm whether labor category billing rates may be used instead of the overhead, salary, fringe, and other breakdown categories currently in the forms. Instead of providing salary information, if we provide our fully-burdened pricing on the cost proposal and the fully-burdened hourly billing rate and number of hours for each consultant on the cost proposal, would that cause our proposal to be disqualified or eliminated from consideration?
As long as the hourly rate is fully disclosed and describes what the rate entails, this should suffice for the proposal.
8.Regarding Section 4.4.3 – Record of Past Performance: Are you requesting information on all completed projects, or only those with a similar scope of work to this RFP? Could you please clarify the level of detail and relevance you are expecting?
We are requesting information on all completed projects with a similar scope of work to this RFP. The following details are required:
| a. | Name, address and telephone number of client/contracting agency and a representative of that agency who may be contacted for verification of all information submitted; |
| b. | Dates of the service/contract; and |
| c. | A brief, written description of the specific prior services performed and requirements thereof. |
9.What are the three healthcare systems in SD and their types of associated facilities? (e.g., Ambulatory, hospital, SNF/LTC, inpatient Psych, etc.)
The reference to the three healthcare systems is in reference to Avera, Sanford and Monument healthcare systems. This could include Emergency Departments, Hospitals and Primary Care clinics.
10.Are there priority health initiatives for SD DOH which would be specific/targeted areas for specialty OUD/MOUD/pain management training? (e.g., perinatal/maternal, pediatric, senior population, indigenous populations, etc.)
Priority populations for this project are people living in rural areas and tribal populations.
11.Will any SD DOH staff need to be trained in addition to the target audiences (healthcare facilities and providers) noted in the RFP?
No, DOH staff will not need to be trained.
12.What is the expected ratio of in-person training to virtual training? How much in person training is needed/expected?
We are anticipating 50% virtual and 50% in-person, depending upon the request of the facility.
13.Will training (and associated training materials) need to be conducted/provided in any other languages? (e.g., Spanish)
No, we do not anticipate that training will need to be provided in any other language.
