About this opportunity
The City of Newark, New Jersey is seeking bids for Bid #2025-46, a two-year contract for Health Education Materials through an electronic procurement process. The procurement involves supplying a comprehensive range of health education materials including brochures, booklets, posters, stickers, tear pads, coloring books, slide guides, calendars, and flip charts covering critical health topics such as HIV/AIDS, teen pregnancy, nutrition, exercise, child health, and medical screenings. Bidders must provide materials suitable for diverse age groups from preschool to adult, with content available primarily in English, Spanish, and Portuguese. Electronic bids will be accepted via the City's e-Procurement Portal until 10:15 am on Thursday, June 26, 2025, with a bid release date of June 11, 2025, and a deadline for questions on June 20, 2025. Vendors are required to submit unit costs for each item, with prices remaining firm for the entire contract term, and must provide sample materials for review. Additionally, contractors must agree to replace any defective items within two business days at no additional cost.
The procurement opportunity appears to have several compliance requirements that may restrict or impact potential bidders, including mandatory certifications related to the Americans with Disabilities Act, New Jersey Worker and Community Right to Know Act, and specific investment disclosures. Vendors must complete comprehensive submission forms addressing equal employment opportunity, ownership disclosure, criminal conviction questionnaires, and political contribution disclosures. Specific compliance documents include a mandatory "Disclosure of Investment Activities in Iran" form, which requires vendors to certify they do not have investments in Iran under Public Law 2012, c. 25. While specific set-aside designations are not explicitly detailed, the extensive compliance requirements suggest a preference for businesses that can demonstrate robust legal and ethical standards. The bid documents do not indicate a specific budget range or award value, but the comprehensive nature of the health education materials suggests a potentially significant contract for the selected vendor. Potential bidders must carefully review all documentation and ensure full compliance with the city's stringent procurement requirements to be considered for the contract.
