About this opportunity

The City of Newark, New Jersey issued an Invitation to Bid (ITB) for contract 2023-29, seeking a vendor to supply Health Education Materials through the city's e-Procurement Portal (ProcureNow system). This procurement encompasses a comprehensive range of health education promotional materials including brochures addressing topics such as HIV/AIDS and teen pregnancy, workbooks, glancers and bookmarks, growth charts, posters, stickers, tear pads, coloring books, slide guides, calendars, and branded promotional items such as t-shirts, water bottles, journals, and first aid kits. The materials must be designed for diverse age groups ranging from preschool through adults and must address multiple health topics including nutrition, diabetes, disease prevention, personal hygiene, and lifestyle choices. The bid specifies that all materials must be new, high-quality items available in multiple languages including English, Spanish, and Portuguese, with full-color photo illustrations and the capability for single-color customization. Vendors must submit samples for review prior to purchasing and demonstrate the ability to supply quantities ranging from 500-999 units for most items, with some items available in smaller quantities of 1-10 or 5-20 units. The contract covers two years of service delivery. Electronic bids were required to be submitted through the ProcureNow system by 10:15 a.m. on Thursday, August 3, 2023, with all submissions strictly subject to the system's countdown timer, and the city reserved the right to award contracts to multiple vendors based on line-item commodities while adjusting quantities based on actual requirements.

The procurement documents do not specify set-aside designations, disadvantaged enterprise restrictions, or preferences for particular organization types. No incumbent vendors or current contractors are identified in the available documentation. Similarly, the materials provided do not include information regarding possible award values, budget ranges, or specific existing infrastructure or technology requirements that would necessitate integration with vendor systems. Prospective bidders were advised to complete the bidding process well in advance of the deadline to ensure successful electronic submission, as the ProcureNow portal would not accept bids after the specified deadline regardless of whether the submission process had been initiated.
