About this opportunity

The Dallas Independent School District (Dallas ISD) is soliciting proposals for a comprehensive contract to provide health and sports medicine supplies, equipment, and first aid training through Request for Proposal (RFP) number 207978. The procurement seeks to establish a vendor base capable of supplying a wide array of items supporting student health needs across health services, health education, athletics/sports medicine, and special populations. Required goods include hearing and vision screening equipment, first aid supplies, emergency response tools (AEDs, bleed control kits), infection control materials, durable medical equipment, over-the-counter medications, personal protective equipment, and health resource/teaching materials. Vendors must demonstrate capacity to provide supplementary services such as on-site repair, calibration, training, and virtual consultation. The contract term is three years with potential for two successive one-year extensions, not exceeding five years total. Proposals are due by August 14, 2025, with electronic submissions preferred through the Bonfire online portal. Evaluation will follow Texas Educational Code 44.031(b), considering factors beyond price, including vendor reputation, service quality, district needs alignment, past relationships, and overall best value determination.

The district has established an aspirational Small Business goal of 30% Minority and Women-Owned Business Enterprise (M/WBE) participation for this solicitation. Vendors are encouraged to demonstrate commitment to the Small Business Office program, with potential scoring benefits for certified M/WBE businesses, diverse subcontractor listings, and comprehensive understanding of district diversity requirements. The procurement allows participation from all vendors, including sole source providers, and will be funded through multiple potential sources including local, state, federal, and grant programs. Vendors must complete various compliance documents, including the Conflict of Interest Questionnaire, Certificate of Interested Parties (Form 1295), and detailed pricing templates. While specific award values are not explicitly stated, the district-wide scope suggests a potentially significant contract value accommodating comprehensive health and medical supply needs across multiple district locations and programs. The solicitation is structured to provide flexible, as-needed purchasing with potential for multiple vendor awards to ensure comprehensive coverage of district requirements.
