The State of Delaware Department of Health and Social Services, Division of Developmental Disabilities Services, is requesting proposals for Home and Community-Based Services for individuals with intellectual and developmental disabilities, with proposals due December 30, 2026 at 1:00 PM EST.
The scope spans 23 service categories including assistive technology, behavior consultation, benefits counseling, career assessment, community participation, crisis stabilization, day habilitation, financial coaching, medical residential habilitation, nurse consultation, personal care, respite care, supported employment, and supported living. Services target individuals with intellectual and developmental disabilities, brain injury, autism spectrum disorder, and Prader-Willi Syndrome. All work must be performed within the United States with no offshore activities permitted.
Delaware has established fixed fee-for-service rates for all HCBS categories through its Medicaid 1915(c) waiver operating since 1987. Vendors must accept these published rates without negotiation as a condition of award. The contract term is one year with four optional one-year extensions. The State reserves the right to award contracts to multiple vendors and may terminate for convenience with 20 days' notice.
Vendors must submit proposals through the Euna Procurement (formerly Bonfire) portal at https://dhss.bonfirehub.com with completed vendor forms, proof of Delaware business licensure or evidence of application initiation, insurance certificates, proof of DDDS provider qualification letters, and responses to a supplemental questionnaire (Appendix E). Required insurance includes Workers' Compensation, Commercial General Liability of $1,000,000 per occurrence/$3,000,000 aggregate, automotive liability coverage, and either Medical/Professional Liability, Errors and Omissions, or Product Liability insurance at $1,000,000 per occurrence/$3,000,000 per aggregate.
All non-public state data must be encrypted in transit and at rest per NIST FIPS 140-2, stored within the United States, and comply with HIPAA. Vendors must obtain federal criminal background checks for all employees and subcontractors. Awarded vendors must submit monthly usage reports by the 15th of each month and, if using subcontractors, must submit Executive Order 49-compliant second-tier subcontracting reports. Award notification is anticipated March 1, 2027. No pre-bid meeting has been scheduled.
