About this opportunity
Herndon Borough-Jackson Township Joint Municipal Authority (HBJTJMA) is requesting sealed bids on the Route 147 Water Line Punchlist project—completion of remaining punchlist items and final paving from water line construction—with bids due August 7, 2026 at 10:00 a.m. and a pre-bid meeting and site visits on July 22, 2026 at 11:00 a.m. The project utilizes federal funds (American Rescue Plan Act Coronavirus State and Local Recovery Funds) and is subject to Davis-Bacon and Related Acts wage requirements.
MBE/WBE participation goals and Section 3 compliance apply. For contracts of $25,000 or more under Northumberland County's MBE/WBE plan, contractors must establish a 5% MBE goal and 3% WBE goal. For the on-site construction workforce, contractors must establish a 6.9% female participation goal and a 1% minority participation goal. If the project qualifies for HUD or CDBG funding exceeding $200,000, contractors must attempt to meet 25 percent or more of total labor hours worked by Section 3 workers and 5 percent or more by Targeted Section 3 workers. HBJTJMA may provide bid preference to Section 3 business concerns. Bidders must submit documentary evidence of solicitations and commitments to MBE/WBE and Section 3 firms.
Scope spans approximately one mile (100 stations) along State Route 147 in Northumberland County and includes water line installation, horizontal outfall details, inlet boxes, service installations, fire hydrant installations, air release valves, and concrete curb and walk installations. Work is restricted from 5:00 p.m. to 7:00 a.m. Monday through Friday and weekends without PennDOT approval. Contractors must comply with Pennsylvania Act 287 notification timelines (3 business days during construction, 10 business days during design), contact PA One Call System 72 hours prior to construction, and adhere to PennDOT traffic control requirements and ADA accessibility standards.
Bid security of 10 percent (certified check, bank draft, or bond) and a completed Non-Collusion Affidavit are required. All bids must include Certification of Non-Segregated Facilities, Public Works Employment Verification Form, and Equal Employment Opportunity certification. A one-year warranty on all parts and labor with no charge for travel, parts, or labor during the warranty period is required. Bids may be held for up to 60 days from opening for bidder qualification review. Bids are submitted online through PennBID or as hardcopy (one original and two copies) to 278 North Main Street, Herndon, PA 17830.
