About this opportunity

The County of Sacramento is soliciting bids for the Hazel Avenue at U.S. 50 Interchange Segment 1 Tree Removal Project (Contract #41022), a CUPCCAA project, with questions due November 3, 2026 at 2:00 p.m. and bids due November 12, 2026 at 2:00 p.m. Bidders must hold a valid California contractor's license in C-49 or C-61/D-49 classification and register with the Department of Industrial Relations under Labor Code section 1725.5. The project is classified as a maintenance project under Labor Code section 1771.5, so prevailing wages apply.

Scope covers all labor, materials, equipment, and incidental work for traffic control, tree removal with stumps left two feet above grade, tree inventory and protection, and related work at the Hazel Avenue and U.S. 50 interchange in Sacramento County. A Certified Arborist must be retained and approved at least four working days before clearing begins. Work must follow the County of Sacramento 2024 Standard Construction Specifications and the 2025 Caltrans Standard Specifications. Tree removal must finish before January 31 to avoid nesting season restrictions, and construction is suspended during the Thanksgiving four-day weekend and December 18 through January 1. Contractors must obtain a Caltrans encroachment permit under parent permit 03-26-N-LT-1977 before working in State right-of-way and hold an onsite pre-construction meeting at least two weeks before work begins.

Each bid requires a bid bond or certified check of at least 10% of the aggregate bid amount. The successful bidder must provide payment and performance bonds, each for at least 100% of the contract price. Required insurance includes general liability of $2 million per occurrence and $4 million aggregate, automobile liability of $2 million combined single limit, and pollution liability of $1 million if hazardous materials are encountered.

The estimated construction cost is $150,000 with 20 working days for completion. Award is based on the base bid only, and actual quantities may vary at the County's discretion. Liquidated damages are $2,800 per calendar day beyond 20 working days, plus $1,280 to $2,570 per ten-minute interval for US-50 freeway closures, capped at 5% of total bid per occurrence. Night work requires written Engineer approval.

Bids are submitted electronically through the Sacramento County Electronic Bidding Portal, with online opening at 2:01 p.m. on November 12, 2026. Apparent low bidders must submit Advanced Clean Fleets Certificates of Reported Compliance by 4:00 p.m. the following Monday for vehicles over 8,500 lbs. GVWR, or identify applicable exemptions. Melissa Jones, Principal Civil Engineer, handles project inquiries, and Jesse Sanchez, Sr. Contract Services Officer, handles procurement matters.
