10-13 PROTECTION OF EXISTING TREES
A. Protection of trees must be in accordance with Section 10.13, “Protection of Existing Trees,” of the Standard Construction Specifications, and these Special Provisions.
B. Unless designated for removal, all existing trees that are within or adjacent to the project limits which have drip-line root zone area and/or overhead limbs, or underground roots which encroach into the project limits, must receive tree protection.
C. Prior to construction, including clearing and grubbing operations, the Contractor must inventory and apply tree protection measures to existing trees that are not designated for removal, which have drip-line root zone area and/or overhanging branches or underground roots which encroach into the project limits.
D. The protected tree inventory must include each tree’s species name and each tree must be numbered and photographed in order to document their pre-construction health, vigor and structural condition.
Follow photographic image requirements specified in Section 11-2 “Preconstruction Photographs” of the Standard Construction Specifications.
E. The protected tree inventory must note each tree’s health, vigor and structural condition and must include descriptions of tree decay, wounds, disease, pests, structural defects, previous pruning, animal habitats, abiotic disorders, other stressors, and tree protection measures, all as noted by a Certified Arborist.
F. The tree inventory must note the date, seasonal dormancy and gauge the level of existing root-zone soil moisture. The inventory must note any existing irrigation systems and/or natural drainage sources of water which may be affected during construction.
G. Throughout the course of construction, the Contractor must adequately protect existing trees and apply protection measures to ensure tree health, vigor, and structural stability. Special attention to changes in daily temperatures, rainfall predictions, duration of climate heat waves, construction timing of root zone impacts, and construction timing of and tree protection measures are required to adequately prepare and protect trees from stress and damage during construction.
- 9 -
H. As directed by a Certified Arborist, additional tree protection mitigation techniques to reduce construction impacts to trees may require:
1) worker education about tree protection
2) supplemental watering
3) mechanical aeration coring to break-up compaction and improve water/oxygen percolation within the drip-line root zone area surface
4) root pruning and root invigoration
5) branch and limb pruning
6) dust control and leaf rinsing to reduce dust build-up on leaf surfaces
7) avoiding leaf scorch and other tree tissue burning by directing equipment exhaust pipes and/or engine heat away from tree surfaces
8) layer mulching of the surface within the drip-line root zone area in order to insulate the soil surface from sun exposure and to retain soil moisture
9) tree trunk protection devices such as board wrapping and/or fabric cushioning
10) root zone soil compaction protection such as steel plating over a layered mulch cushion
11) other measures as directed by a Certified Arborist
I. Tree protection zones must be delineated with temporary fence as indicated on the Plans or as directed by a Certified Arborist. Refer to these Special Provisions Section 10-13.02 regarding Type ESA temporary fence.
J. Supplemental watering of existing trees must be applied as needed throughout the project construction period in order to maintain tree health, vigor and structural integrity. Water must be applied in a slow-soaking or cycled manner as to allow water to percolate thoroughly into the drip-line root zone area to ensure deep soaking to roots with minimal surface run-off. Supplemental watering may be accomplished with soaker hoses, “tree-gators”; temporary irrigation systems, flood bubblers, contained flood irrigation, and/or cycled truck watering.
K. Trees that have died or that are exhibiting irreversible stress damages due to unauthorized construction impacts and/or lack of adequate tree protection measures must be replaced by the Contractor at Contractor’s cost, including payment of any environmental mitigation fees and/or tree value loss to the tree owner. Tree loss or damages due to tree-owner inflicted causes are not the responsibility of the Contractor.
L. During the final walk-through of the project, the pre-construction tree inventory will be compared to the final condition of the trees to determine the adequacy of project tree protection and to determine any additional application of tree protection measures, including tree replacement and/or environmental mitigation fee and/or tree value loss payment if required.
The contract ALLOWANCE for Protection of Existing Trees shall include full compensation for furnishing all labor, materials, tools, equipment, and incidentals, and for doing all the work involved in protecting existing trees, as specified in these Special Provisions and as directed by the Engineer. The total amount to be paid for the work included in the ALLOWANCE for Protection of Existing Trees shall be the amount of the allowance actually utilized in the course of completing the work and no additional compensation will be allowed therefor.
- 10 -
10-13.01 ARBORIST SERVICES
The Contractor must provide arborist tree services in conformance with Section 10-13. “Protection of Existing Trees” of the County Standard Construction Specifications, International Society of Arboriculture (I.S.A.)

Such services must include, but not necessarily be limited to, the removal of dead wood, crown cleaning, canopy weight reduction, minimum required vehicular clearance, and pruning of weak attached limbs.
All arborist tree services associated with the project must be done by or under the supervision of an arborist certified by the International Society of Arboriculture (I.S.A.). The Contractor shall submit to the County in writing the names, qualifications, business address, and contact information for one or more International Society of Arboriculture (I.S.A.) certified arborists, a minimum of four (4) working days prior to the start of clearing and grubbing operations, for review and approval.
Tree services must also include root cutting required for curb, utility trenching, and irrigation installation so as to minimize impacts on existing trees. All roots three inches (3”) in diameter or greater must be cut cleanly.
Trees to remain must be protected and any root or limb cutting of trees to remain must be per the direction of the certified arborist.
A certified arborist must evaluate the impact of root or limb cutting on each tree as necessary and make recommendations regarding safety and retention. If the arborist deems that the root or limb cutting is too severe and will cause the tree to die or become unsafe, he/she must make such recommendations in writing to the County Inspector.
The payment for all labor and material associated with arborist services for the protection of existing trees shall be included with the line item for Protection of Existing Trees, and no additional compensation will be allowed therefor.
10-14 TEMPORARY HIGH-VISIBILITY FENCE
The Contractor’s attention is directed to Section 10-13 “Protection of Existing Trees,” of the Standard Construction Specifications and to these Special Provisions.
Temporary High Visibility Fence shall be per State Standard Plans RSP T65.
