About this opportunity

The Virginia Community College Shared Services Center (SSC) is soliciting sealed bids from properly licensed firms to remove and dispose of hazardous waste from laboratory facilities across three Tidewater Community College campuses located in Norfolk, Virginia Beach, and Portsmouth. The scope of work encompasses collection, transportation, and disposal of hazardous wastes regulated under RCRA Subtitle C, special wastes including asbestos-containing materials and PCB-contaminated materials, TSCA-regulated wastes, DEA-controlled substances, and hazardous pharmaceutical waste. Required services include lab packing, waste identification and characterization, shipping documentation preparation, labeling, placarding, sampling, analytical testing, and management of disposal certificates, with all waste transported only to authorized Recycling, Treatment, Storage, or Disposal Facilities. Bidders must possess current US EPA ID numbers, US DOT Hazardous Materials Registration if applicable, and Virginia Hazardous Waste Transporter Permit Numbers, along with proof of required insurance submitted within three business days of bid closing. The procurement will be awarded on a firm unit price basis with delivery required by April 25, 2026, and all hazardous waste must be removed from campus locations by April 30, 2026. Questions must be submitted by April 7, 2026 at 2:00 PM local time, with sealed bids due April 10, 2026 at 2:00 PM through the eVA electronic bidding system; optional site visits may be arranged by contacting the institution's representative.

This solicitation is designated as a Small Business Set-Aside Award Priority, with preference for DSBSD-certified micro businesses or small businesses, including women-owned and minority-owned businesses that hold DSBSD small business certification as of the bid due date. All offerors must submit a Small Business Subcontracting Plan with a statewide goal that 42 percent of purchases be made from small businesses certified by the Department of Small Business and Supplier Diversity. Bids exceeding $10,000 must demonstrate compliance with anti-discrimination provisions, drug-free workplace requirements, immigration reform regulations, and forced child labor prohibitions under Virginia Public Procurement Act requirements. Vendors registering in the eVA e-procurement system are subject to transaction fees of one percent, capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses. No incumbent vendors or specific budget ranges are disclosed in the solicitation documents; however, bidders must provide detailed quotes accompanying all bid responses, with failure to do so rendering the vendor non-responsive. The Commonwealth reserves the right to reject any and all bids in whole or in part, and the contract is subject to cancellation upon 60 days written notice without penalty.
