The SSC is seeking bids from properly licensed firms to remove and dispose of hazardous waste from laboratory facilities across three campus locations: Norfolk, Virginia Beach, and Portsmouth. The scope of work encompasses collection, transportation, and disposal of hazardous wastes regulated under RCRA Subtitle C, special wastes including asbestos-containing materials and PCB-contaminated materials, TSCA-regulated wastes, DEA-controlled substances, and hazardous pharmaceutical waste. Services include lab packing, waste identification and characterization, shipping documentation preparation, labeling, placarding, sampling, analytical testing, and management of disposal certificates. The contractor must transport materials only to authorized Recycling, Treatment, Storage, or Disposal Facilities (RTSDF) and is responsible for all spills or leaks occurring during contract performance, including cleanup at no cost to the college. Questions regarding the bid must be submitted by April 7, 2026 at 2:00 PM local time, with sealed bids due by April 10, 2026 at 2:00 PM through the eVA electronic bidding system. All hazardous waste must be removed from campus locations by April 30, 2026. Optional site visits may be conducted by contacting the institution's representative, though all questions must be directed to the contract officer to avoid bid disqualification.

Bidding is on a firm unit price basis during the contract period, with unit prices to include transport and delivery to site for each lot item. A detailed quote must accompany all bid responses, and failure to provide one may render the vendor non-responsive. This solicitation is designated as a Small Business Set-Aside Award Priority for DSBSD-certified micro businesses or small businesses, including women-owned and minority-owned businesses that hold DSBSD small business certification as of the bid due date. The contractor must possess all required authorizations, including a current US EPA ID number, US DOT Hazardous Materials Registration if applicable, and a Virginia Hazardous Waste Transporter Permit Number. A Certificate of Insurance must be submitted within three business days of the bid closing date or the submission will be deemed non-responsible. The hazardous waste inventory includes various chemical substances and materials located at the Virginia Beach campus main stock area and warehouse, such as oxidizers, metals compounds, organic solvents, and pharmaceutical waste, though specific pricing for individual lots is not disclosed in the document.
