About this opportunity
Dallas Area Rapid Transit (DART) is soliciting bids for Hazardous Waste Disposal services across seven operating facilities in the Dallas area. The procurement seeks a qualified contractor to provide comprehensive hazardous material pickup and disposal services, including used oils (approximately 5,000 gallons monthly), used oil filters (400 units monthly), waste paint and solvents, waste absorbents, and used batteries. Key requirements include obtaining an EPA Identification Number, maintaining a City of Dallas liquid-waste transport permit, and providing site pickup within three working days of notification. Contractors must use 55-gallon, 1A2 steel drums meeting DOT and EPA standards and ensure full compliance with federal (EPA, OSHA, DOT), state (Texas Health and Safety Code, TCEQ), and local regulations. The bid evaluation will be based on the lowest responsive bid that meets all requirements outlined in the Scope of Work, with a strict requirement for complete and accurate submission of all solicitation documents. The bid is due on January 23, 2026, and requires mandatory registration on the Bonfire platform to submit a proposal.
The solicitation does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. Bidders must be qualified firms with the capability to handle hazardous waste disposal across multiple DART locations, demonstrating expertise in regulatory compliance and safe material handling. While no specific budget range is detailed, the price schedule includes eleven line items covering various waste disposal services, with estimated quantities for items such as NI-CAD battery disposal, waste absorbent disposal, fluorescent lights, waste paint, EPA e-Manifest fees, used oil, and replacement drums. Vendors must provide comprehensive pricing that includes all associated costs such as supervision, labor, equipment, materials, vehicle licensing, warehousing, and freight. DART will utilize Net 30 payment terms, with invoices submitted electronically to APInvoices@dart.org. The contract terms emphasize that time and delivery rates are essential, with potential for rejection and default termination if delivery specifications are not met.
