About this file
This Statement of Work (SOW) document outlines hazardous waste and regulated disposal service requirements for Dallas Area Rapid Transit (DART), a Texas-based public transportation authority. DART seeks a qualified contractor to provide pickup and disposal services for hazardous materials across seven operating facilities located throughout Dallas. The scope encompasses used oils (approximately 5,000 gallons monthly), used oil filters (approximately 400 units monthly), waste paint and solvents (660 gallons monthly from the East Dallas Fleet Services Bus Body Shop and 55 gallons monthly from the Central Rail Operations Facility), waste absorbents, and used batteries. The contractor must provide site pickup service within three working days of notification and remove materials from all seven DART facilities listed in Table 1 of the document. No specific response deadline, bid due date, site visit requirements, or award date are indicated in the SOW itself, as this is the technical requirements document rather than the solicitation notice.
The contractor must obtain an EPA Identification Number and maintain a City of Dallas liquid-waste transport permit for each vehicle used in operations. All containers supplied must be fifty-five gallon, 1A2 steel drums with sealed lids meeting DOT and EPA standards, clearly marked and double-walled to prevent leaks. The contractor bears responsibility for providing personal protective equipment to employees, maintaining comprehensive documentation including waste manifests and monthly tracking reports, and ensuring full regulatory compliance with federal (EPA, OSHA, DOT), state (Texas Health and Safety Code, TCEQ), and local regulations. DART will furnish storage containers and waste collection barrels, and the contractor is responsible for any spill cleanup on DART property. The contract includes provisions for DART audits of hazardous material transport records, background checks of bidders, and site visits to verify contractor operations and subcontractor compliance.
