About this opportunity

The Metropolitan Water District of Salt Lake & Sandy (Metro Water) is requesting qualifications for consulting services to update its Hazard Mitigation Plan, with statements of qualifications due November 3, 2026 at 3:00 p.m. Mountain Time via the Utah Public Procurement Place (U3P).

Metro Water is a water wholesaler serving Salt Lake City and Sandy City, operating two treatment plants, multiple pipelines, and reservoirs. The consultant must develop an updated HMP that assesses and recommends mitigation projects and strategies addressing natural hazards (earthquake, landslide, wildfire) and non-natural hazards (security threats, malevolent acts) to Metro Water's assets. The plan must follow FEMA requirements, secure FEMA approval, and be adopted by Metro Water to maintain eligibility for federal non-emergency funding. The current HMP was adopted in October 2023; the updated plan must be adopted by October 2028 to comply with the five-year update cycle.

The consultant must demonstrate successful prior experience developing hazard mitigation plans for local governments that received state and federal approval, familiarity with FEMA's Local Mitigation Planning Policy Guide and Handbook, knowledge of regulatory compliance and federal law, and capability to facilitate stakeholder and public engagement. The deliverable is an actionable, user-friendly written assessment to inform Metro Water's capital planning.

The project terminates December 31, 2028. Cost is not part of the selection criteria; the selected consultant will provide a fee schedule on a time-and-materials basis with a not-to-exceed amount determined post-selection. Evaluation weightings are consultant firm experience and qualifications (12%), consultant project team experience and qualifications (28%), project approach (32%), project management and deliverables (20%), and SOQ submission quality (9%). Board of Trustees action and selection results are expected December 14, 2026. The consultant must sign a Professional Services Agreement and Non-Disclosure Agreement, comply with Metro Water security protocols for sensitive infrastructure information, and maintain accounting records per GAAP for one year post-payment.

Opportunity text

Metro Water regularly updates four plans that influence its capital improvement strategy. The subject of this request for qualifications is the Hazard Mitigation Plan (HMP), which assesses and recommends projects and strategies to address external risks on Metro Water assets, both natural (e.g., earthquake, landslide, wildfire) and non-natural (e.g., security, malevolent acts). To maintain eligibility for federal non-emergency funding, the HMP must be updated, approved by FEMA, and adopted by Metro Water every five years. The current HMP was adopted in October 2023.
