About this opportunity
The City of Kissimmee, Florida issued RFQ No. 4 for foundation waterproofing at Haven on Vine Apartments with quotations due July 8, 2026, but cancelled the solicitation without award as of July 20, 2026. The project is subject to Davis-Bacon prevailing wage requirements and Build America, Buy America (BABA) compliance — both decision-flipping federal requirements tied to the project's federal funding source.
The scope encompasses below-grade foundation waterproofing for a four-unit apartment building at 1815 W. Vine Street, Kissimmee, Florida, including excavation, concrete surface preparation, crack repair, waterproofing membrane installation, protection board installation, termination bars, backfill, grading, landscape restoration, cleanup, and final inspection. Work quantities include approximately 630 square feet of pressure washing and waterproofing membrane, 850 square feet of surface sounding for delaminated concrete, 100 linear feet of crack routing and sealing, 200 linear feet each of protection board and termination bar, and 20 square feet of concrete repair allowance.
Contractors must hold a current Florida Contractor License, provide a Certificate of Insurance, submit three references for similar waterproofing projects, and obtain manufacturer certification for the proposed waterproofing system. Quotations must include lump sum pricing, proposed project schedule, earliest mobilization date, warranty information (minimum one-year workmanship plus manufacturer warranty), material lead times, waterproofing system description with manufacturer documentation, and certification of Davis-Bacon and BABA compliance. Davis-Bacon prevailing wage rates for Osceola County apply, with minimum wages ranging from $9.00 to $39.01 per hour depending on labor classification; contractors must also provide one hour of paid sick leave per 30 hours worked, up to 56 hours annually.
A non-mandatory site visit was available for contractors to verify existing conditions. The successful contractor was required to mobilize during the second week of July 2026 upon award. One quotation from Western Specialty Contractor was submitted on July 9, 2026 with a base bid of $57,650, but the solicitation was subsequently cancelled.
