About this opportunity

The City of Greensboro, North Carolina, is soliciting proposals for as-needed hauling of municipal wastewater residuals (sludge) from its T.Z. Osborne Water Reclamation facility to an approved landfill, with questions due October 28, 2026 at 2:00 p.m. and proposals due November 4, 2026 at 2:00 p.m. through the Greensboro eProcurement System (GePS). No set-aside applies. Local preference operates as an evaluation factor, not an eligibility restriction, and carries 5 points.

Qualified contractors must have a minimum of five years of residual bio-solids hauling experience, maintain a fleet of at least four trucks, hold CDL licenses with a minimum of one year validity, and dispose of between 16 and 96 tons per day. Contractors must supply leak-proof liners, which may be disposable or reusable, and bear responsibility for cleanup, spill remediation, and federal and state worker safety compliance. Each contractor must secure its own approved landfill and pay all disposal fees. No fuel, tipping, landfill, or escalation fees are permitted during the term.

The contract term runs three years, from January 1, 2027 through December 31, 2029. Work is performed at the facility at 2350 Huffine Mill Road, McLeansville, Guilford County, which operates Monday through Friday from 7:00 a.m. to 3:30 p.m., with extended or weekend access arranged by contractors. Bidders may visit the facility and obtain sludge samples through plant superintendent Tim Dunlap at (336) 433-7212.

Award is best value on a 100-point matrix: 25 points for cost, 55 for qualifications and experience, 15 for references, and 5 for local preference compliance. Pricing covers six line items: hauling per load, demurrage per hour, mobilization per event, landfill disposal per ton (including taxes and energy fees), truck cleaning per event, and loading area cleanup per hour. The City evaluates cost using 16 loads per event. The City reserves the right to award multiple contracts and to request financial documentation before award.

Submissions require a letter of interest, qualifications and experience documentation, resumes of key personnel with certifications, three references with service descriptions, an equipment list, and the name and address of the disposal facility.
