About this opportunity
The City of Hartwell, Georgia is requesting sealed bids for the dredging, dewatering, and disposal of alum sludge from two lagoons at its Water Treatment Plant, with bids due July 28, 2026 at 1:00 p.m. The project scope involves removal of approximately 3,315 cubic yards of accumulated sludge (1,895 cubic yards from Pond 1 and 1,420 cubic yards from Pond 2, each with roughly 7 feet of depth across 0.2-acre lagoons) and transportation to either a permitted sanitary landfill or to beneficial-use sites for land application as a registered soil amendment at agronomic rates.
The bid package requests pricing across four line items: mobilization (lump sum), removal and dewatering services for Pond 1, the same services for Pond 2, and demobilization (lump sum). Payment will be based on actual quantities removed at unit prices bid, with adjustments made upon project completion. All work must be completed within 120 consecutive calendar days from the Notice to Proceed, with liquidated damages of $500 per day for work extending beyond that period.
Bidders must maintain a minimum general liability insurance certificate of $1 million in force throughout the contract term. Daily load logs and field logs are required. All work must comply with Section 402 of the Federal Clean Water Act and applicable local codes, ordinances, rules, and regulations. The City reserves the right to reject any or all bids and award to the most responsible bidder. Bids may not be withdrawn within 60 days after opening.
