About this file

This is a bid package issued by the City of Hartwell, Georgia for the removal and disposal of alum sludge from two lagoons located at the City's Water Treatment Plant. The project involves dredging, dewatering, handling, transporting, and disposing of approximately 3,315 cubic yards of sludge from two 0.2-acre lagoons, each containing approximately 7 feet of accumulated sludge. Sludge may be transported to a permitted sanitary landfill for disposal or to beneficial use sites for land application as a registered soil amendment at proper agronomic rates. Sealed bids are due by 1:00 PM on July 28, 2026, at Hartwell City Hall. The contract will be awarded to a single contractor, and all work must be completed within 120 consecutive calendar days from the written Notice to Proceed. The bid package requests pricing for four line items: mobilization (lump sum), sludge removal, dewatering, handling, transportation and disposal for Pond 1 (1,895 cubic yards), the same services for Pond 2 (1,420 cubic yards), and demobilization (lump sum).

Bidders must submit sealed bids on the provided bid form and acknowledge receipt of any addenda. Payment will be based on actual quantities removed at the unit prices bid, with adjustments made upon project completion. The City reserves the right to reject any or all bids and award the contract to the most responsible bidder. A minimum general liability insurance certificate of one million dollars is required and must remain in force throughout the contract term at the bidder's expense. The contract includes liquidated damages of $500 per consecutive calendar day for work extending beyond the 120-day completion period. All work must comply with Section 402 of the Federal Clean Water Act and applicable local codes, ordinances, rules, and regulations. Daily load logs and field logs must be provided to Treatment Plant Staff. No bidder may withdraw their bid within 60 days after the opening.
