About this opportunity

The College of Coastal Georgia, operating under the Board of Regents of the University System of Georgia, solicited sealed bids for the Hargett Administration Building roof replacement project (CCGA-2203), with bids due February 22, 2022 at 2:00 p.m. Eastern Time at the Facilities and Plant Operations Conference Room on campus in Brunswick, Georgia. Attendance at a mandatory pre-bid conference on February 10, 2022 at 10:00 a.m. was required for all general contractors intending to bid.

The scope encompasses selective demolition, miscellaneous rough carpentry, and installation of a thermoplastic polyolefin (TPO) single-ply roof system across approximately 15,255 square feet. The building consists of one main roof with a smaller lower roof on the front facade and an addition on the back facade matching the main roof height. Work includes flashings and roof accessories (curbs, roof drains, metal copings and caps), roof insulation, and sealants. The existing roofing system—built-up over rigid insulation over three-inch sloped lightweight concrete—features ballast on the main and lower roofs and a granulated top sheet on the addition. Contractors were required to verify all existing conditions and dimensions on-site prior to bid submission.

The contract was awarded on a lump-sum basis to the lowest responsive and responsible bidder. Evaluation criteria included debarment status, termination history on public works contracts, demonstration of a current ratio of 1.0 or higher, workers' compensation experience modification rate not exceeding an average of 1.2 over three years, and evidence of successful completion of prior public works projects. Bids required a bid bond of not less than 5% of the bid amount; performance and payment bonds at 100% of the contract sum were required prior to execution. The contract term included a 60-day pre-commencement phase and construction completion within a specified number of consecutive calendar days following issuance of the Proceed Order. Georgia law governed the contract; contractors were required to comply with Georgia Security and Immigration Compliance Act requirements and certify use of federal E-Verify work authorization.
