About this opportunity
The Maryland Environmental Service is requesting competitive sealed bids for drilling and installation of landfill gas extraction wells and condensate drains at the Harford Waste Disposal Center Landfill in Harford County, with bids due June 26, 2026. A 5% Minority Business Enterprise (MBE) participation goal applies; contractors must document good faith efforts to meet this threshold or request a waiver with supporting documentation.
The scope comprises installation of six condensate drains, four caisson wells, and twelve landfill gas extraction wells at existing Cells N1 and N2 to maintain compliance with state regulations. Work includes surveying existing grade conditions, staking well locations, obtaining required permits, and providing as-built documentation within 30 days of completion. Well depths vary from approximately 19 to 64 feet, utilizing 6-inch HDPE SDR17 perforated pipe for extraction and 4-inch to 8-inch diameter HDPE piping for gas collection headers and laterals. Wellhead assemblies must be QED Environmental Systems Model ORP215 quick-change orifice plate design rated for 0–50 SCFM flow. The county maintains the option to install collection piping at grade rather than buried. All work must conform to MDE Refuse Permit No. 2022-WMF-0570, comply with OSHA regulations and Harford County Department of Public Works standard specifications, and coordinate with existing landfill operations.
The contract is structured as a lump sum bid with one base bid item. The successful bidder must execute the contract within 30 days of bid acceptance and complete all work within 100 consecutive calendar days of receiving Notice to Proceed. Liquidated damages of $980 per calendar day apply for work completion exceeding the performance period. A bid bond of 5% of the bid evaluation must accompany each proposal. Bid pricing must be submitted in both numerical figures and words without rounding. Award will be made to the lowest responsive and responsible bidder based on lowest total bid price.
