About this opportunity
The State of Maine Division of Purchases is requesting bids for a blanket contract to supply fasteners, nuts, bolts, screws, and washers to all state using agencies under a one-year term beginning August 1, 2008 and ending July 31, 2009, with bids due July 28, 2008. The State reserves the right to renew for two additional one-year increments with contractor consent.
The estimated annual contract value is approximately $60,000, though the actual value will reflect all quantities ordered by state agencies during the contract term, regardless of whether quantities exceed or fall below the estimate. The product scope encompasses plow bolts, hex head bolts in grades 5 and 8, lock nuts with nylon inserts and metal stover options, flat and lock washers, and threaded rods in multiple sizes and finishes, organized by commodity code 32000. Bidders must submit net pricing for common items on a provided catalog spreadsheet and may offer additional items at net price or as a percentage discount off current list price. All pricing must remain firm for the contract duration and include transportation charges on an F.O.B. Destination basis.
The State expects to award a single contract based on best value consideration, which includes price, service and representation, delivery capabilities, minimum order requirements, bid conformity, and completeness of product line. Delivery must occur within ten days or less from order receipt. The State requires vendors to accept the Maine Procurement Card as payment with no surcharges, and pricing must be identical regardless of payment method. Successful bidders must be willing to extend contract pricing to political subdivisions and Maine school districts. Tie bids will be resolved in favor of in-state bidders or those offering commodities produced or manufactured in Maine. Bids must be submitted in sealed form to the Division of Purchases at 9 State House Station, Augusta, Maine, by the closing deadline.
