About this file
This is a Bid Instructions and Specifications document issued by the State of Maine, Division of Purchases, for a blanket contract to supply fasteners, nuts, bolts, screws, and washers to all state using agencies. The contract period is one year, beginning approximately August 1, 2008 and ending July 31, 2009, with the State reserving the right to renew for two additional one-year increments with contractor consent. The estimated annual contract value is approximately $60,000, though the actual value will reflect all quantities ordered by state agencies during the contract term, regardless of whether quantities exceed or fall below the estimate. The State expects to award a single contract based on best value consideration, which includes price, service and representation, delivery capabilities, minimum order requirements, bid conformity, completeness of product line, and statewide distributor availability. Delivery must occur within ten days or less from order receipt during normal business hours.
Bidders must submit net pricing for common items on a provided spreadsheet and may offer additional items at net price or as a percentage discount off current list price. All pricing must remain firm for the contract duration and include transportation charges on an F.O.B. Destination basis. List prices must reflect the latest effective date and may only change annually on the contract anniversary. The State requires vendors to accept the Maine Procurement Card as payment with no surcharges, and pricing must be identical regardless of payment method. Invoices must be submitted separately for each order number and reference the contract number, departmental purchase order, and vendor customer number within 30 days of delivery. Bidders must specify any minimum order requirements or additional charges. The State reserves the right to seek additional discounts for large quantity purchases, cancel contracts with thirty days' notice or immediately for non-conformance, and extend contracts beyond the expiration date at the Director's discretion. Successful bidders must be willing to extend contract pricing to political subdivisions and Maine school districts.
