Routine services are to be provided Monday through Friday from 8:00 a.m. to 4:00 p.m., with non-routine services available outside normal business hours and on state holidays. Key deadlines include a mandatory pre-bid conference on January 22, 2026, at 11:00 a.m. at 90 West Lake Mendocino Drive, Ukiah, CA 95482; written questions must be submitted by January 23, 2026; and bids are due January 29, 2026, at 2:00 p.m., with bid opening at 2:30 p.m. The estimated award date is February 5, 2026, with an agreement term commencing March 1, 2026, and expiring February 28, 2029 (three years).

A five percent small business preference applies to certified small businesses, micro businesses, or small businesses for public works purposes, and non-small businesses are encouraged to commit to subcontracting at least 25 percent of the net bid price to certified small businesses to qualify for the preference. Disabled Veteran Business Enterprise (DVBE) participation is not required but is encouraged, with incentive bonuses ranging from one to five percent based on verified DVBE participation levels, capped at $100,000 for all combined incentives and preferences. Insurance requirements include commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and statutory workers' compensation coverage. Payment bonds equal to 100 percent of service request amounts are required for individual service requests exceeding $25,000, though bonds are not required at bid submittal. State general prevailing wage rates apply for Lake and Mendocino Counties, with prevailing wage requirements triggered if the bid exceeds $15,000. The total bid proposal cannot exceed $461,000, and pricing must include all labor, materials, supplies, tools, insurance premiums, and applicable taxes. The agreement is contingent upon available appropriations and subject to federal and state funding restrictions.
