About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Energy and Environment Cabinet's Department of Waste Management, is issuing a Request for Bid (RFB 2500000728) for the procurement of one Bruker S1 Titan 800 Premium Handheld XRF Analyzer to support the Kentucky Brownfield Program. The device will be used to analyze the chemical composition of building and soil materials, identify lead-based paint, detect contaminant metals in soil samples, and identify other potential contamination during site visits and targeted brownfield assessments. The analyzer must meet specific technical requirements including a 50kV/4W Rhodium X-ray tube, 8mm measurement spot size, capability to detect elements from Magnesium to Uranium, graphite window silicon drift detector, automated five-position primary beam filter changer, dual high-performance lithium-ion batteries with smart charger, and Bluetooth and Wi-Fi connectivity with a multiphase calibration package for geochemical exploration and mining applications. Delivery and shipping are required to 300 Sower Boulevard, 2nd Floor, Frankfort, Kentucky 40601, with all delivery and freight costs to be included in the quoted price. Written vendor questions are due June 10, 2025 at 10:00 AM ET, and bids must be submitted electronically through the Commonwealth's eProcurement system by June 17, 2025 at 1:30 PM ET. Award will be made on a best value basis using measurable criteria: Price (90 points) and Delivery in working days (10 points), for a total of 100 points, with the lowest-priced bidder receiving maximum price points and the bidder with the lowest delivery time receiving maximum delivery points. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.

The Commonwealth will apply reciprocal preference to Kentucky resident bidders and additional preferences to qualified bidders including Kentucky Correctional Industries (20 percent preference) and other qualified nonprofit entities (15 percent preference). Bidders claiming resident status must submit the Required Annual Affidavit for Bidders, Offerors, and Contractors Claiming Resident Bidder Status, and must attest they are authorized to transact business in Kentucky, have filed corporate income taxes, made payments to the Kentucky unemployment insurance fund, and maintained a workers' compensation policy for at least one year prior to and through the date of contract advertisement. Prior to award, vendors must submit a Kentucky Tax Registration Application (Revenue Form 10A100) if applicable, Certificate of Authority for foreign entities, Required Affidavits, and EEO forms if applicable. Vendors must also submit a Certificate of Insurance with Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 per occurrence if delivering the equipment. Vendors must bid all line items; failure to do so will render the bid non-responsive. This is a re-solicitation of RFB 758 2500000679 which closed on May 27, 2025 without award, and the Commonwealth is authorized to cancel this RFB if all responses exceed available funding.
