About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Department of Public Safety, is requesting quotations for eight handheld backscatter x-ray imagers with a proposal deadline of May 10, 2022 at 4:00 p.m. Eastern Standard Time.

The imagers are non-intrusive inspection tools designed to scan and identify organic compounds and metallic objects through various surfaces and materials. Each unit must include a two-year warranty and inspection software. Key technical requirements include a compact, self-contained handheld design with high-resolution color touchscreen display; compliance with U.S. Federal Health & Safety radiation safety standards; minimum seven-millimeter steel penetration capability without external attachments; color imaging filters with manual contrast adjustments; front-facing flashlight, camera, and dual outline lasers; Wi-Fi, Bluetooth, GPS, and USB connectivity; lead detection and identification; image annotation functionality; complimentary system updates, initial training, and customer support; and a lockable, weatherproof case with two batteries, battery charger, and user guide. Bidders must complete a technical specifications checklist indicating conformance or provide detailed justifications for any exceptions.

Evaluation is on a best value basis considering product quality, conformity with specifications, delivery dates, and overall State interests, with awards to the lowest-priced conforming bidder unless the State rejects a bidder with documented poor performance or prior contract termination within five years. Quotations must remain firm for 180 days from bid opening. Delivery is FOB Destination with all shipping charges included in the bid price. Payment is net 30 upon receipt of accurate invoices. Bidders must submit responses through the Maine Vendor Self Service online platform at https://mevss.hostams.com/webapp/PRDVSS2X1/AltSelfService, including a bid cover page, debarment certification, completed technical specifications in Excel format, itemized quotes, product data sheets, and warranty information. All questions must be submitted through the Q&A List tab; vendors are responsible for reviewing posted questions and answers before submitting bids.
