About this file
This is an instruction document for completing technical specifications for a state and local contract opportunity issued by Maine. The solicitation requests eight (8) handheld backscatter x-ray imagers, which are non-intrusive inspection tools designed as portable devices with inspection software capable of scanning and identifying organic compounds and metallic objects through various surfaces and materials. Each unit must include a two-year warranty. The technical specifications outline eleven key requirements, including a compact, self-contained handheld design with high-resolution color touchscreen display; compliance with applicable U.S. Federal Health & Safety radiation safety standards; minimum seven-millimeter steel penetration capability without external attachments; color imaging filters with manual contrast adjustments; front-facing flashlight, camera, and dual outline lasers; connectivity features including Wi-Fi, Bluetooth, GPS, and USB; lead detection and identification capabilities; image annotation functionality; complimentary system updates, initial training, and customer support; and a lockable, weatherproof case with two batteries, battery charger, and user guide. The solicitation also requests product references and letters of recommendation from current imager users, along with optional pricing and specifications for accessories such as transmission x-ray devices, tablets, and multi-bay battery chargers.
Bidders must complete a checklist indicating whether they can meet each technical specification by inserting an "X," or provide detailed explanations and justifications for any exceptions or unavailable equipment. Award will be made on a best value basis considering the vendor's ability to meet or most closely approximate the specifications while accounting for price and delivery. Bidders must submit all questions through the designated Question and Answer link on the Solicitation Details View page, and vendors are responsible for reviewing all posted questions and answers. Any quotes found to contain false or misleading information, or those failing to provide requested information, will be rejected as unresponsive.
