About this opportunity

The Town of Manchester, Connecticut, located in Hartford County, is seeking sealed bids for the Handball Court Improvements at Charter Oak Park project (Bid No. 22/23-44). The procurement involves constructing a new 42' x 40' reinforced concrete handball court slab adjacent to existing handball courts, which includes installing a 5' wide bituminous concrete sidewalk, 40 linear feet of 10' high black vinyl coated chain link fence, and lawn restoration. Qualified contractors must submit bids electronically through the Town's eProcurement Portal, with the bid deadline set for February 23, 2023, at 2:00 pm, and a scheduled bid opening on the same date. The project has a contract time of forty-five (45) working days, with a planned construction start date of April 3, 2023. Bidders are required to provide a 5% bid bond or cashier's check, demonstrate qualifications, and complete various compliance documents including a non-collusion affidavit, conflict of interest statement, and living wage certification. Contractors must adhere to prevailing wage requirements, with normal working hours defined as 7:00 a.m. to 5:00 p.m. Monday through Friday, and will be subject to liquidated damages of $500 per consecutive calendar day beyond the project completion date.

The procurement includes specific set-aside and participation requirements for Disadvantaged Business Enterprises (DBEs), with detailed provisions mandating that contractors make concerted efforts to identify, engage, and support DBE firms in contract work. Only certified DBE firms can be approved for work in their specific certification areas, with a preference for 1st tier subcontractors and specific requirements for DBE trucking firms. The project is subject to multiple federal and state compliance regulations, including FHWA-funded project provisions, non-discrimination requirements from the Connecticut Commission on Human Rights and Opportunities, and labor standards from the U.S. Department of Housing and Urban Development. While a specific project budget is not explicitly stated, the comprehensive technical specifications and multiple compliance documents suggest a significant municipal infrastructure investment. Contractors must comply with extensive documentation requirements, including weekly certified payroll forms, equal employment opportunity standards, and provisions for minority and female workforce participation. The project emphasizes strict quality control, requiring material compliance with ASTM and Connecticut Department of Transportation standards, and includes a one-year warranty period for grass areas and a 90-day maintenance period.
