About this opportunity
The Commonwealth of Kentucky's Finance and Administration Cabinet issued Request for Bid (RFB) 758 1900000193 on behalf of the Division of Facilities Management to procure three units of hand-held explosive trace detection equipment. The procurement seeks the FLIR Fido X3 or approved equal brand explosives detection system, with each unit including a starter kit, one year of consumables sustainment comprising 30 boxes of sensing elements and 60 boxes of sampling swipes, software and firmware updates, technical support, one-year warranty with five-day repair turnaround or loaner provision, and initial operator training for two students via a Train-the-Trainer course at the vendor's Stillwater, Oklahoma facility. The FLIR Fido X3 utilizes TrueTrace multi-channel fluorescence technology to detect military, conventional, homemade, and liquid explosives through direct vapor sampling or surface swipes with analysis completed in ten seconds, features visible, audible, and haptic alerts with a sunlight-readable color display, operates on 100-240 VAC input with two rechargeable lithium-ion batteries providing up to eight hours of battery life, and includes Windows-based software with 3,500 hours of continuous data logging capacity. Vendor written questions were due by September 14, 2018, at 12:00 p.m. ET, with bids due on September 19, 2018, at 1:30 p.m. ET, and bidders were required to submit one signed original bid response under sealed cover to the Office of Procurement Services in Frankfort, Kentucky, with online bidding prohibited. Award determination utilized a best value approach allocating 90 points to price (with the lowest bidder receiving maximum points and other bidders scored proportionally) and 10 points to delivery time stated in working days, totaling 100 points possible, with one percent deduction per day applied to invoices for late delivery. All quoted prices must be F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and state sales or use taxes, and bidders were required to acknowledge compliance with all terms and conditions and submit completed affidavit documentation.
The Commonwealth applied reciprocal preference to Kentucky resident bidders claiming resident bidder status under KRS 45A.494(2), which required one year of Kentucky corporate income tax filing, unemployment insurance fund payments, and maintained workers' compensation policy, as well as qualified bidders including Kentucky Correctional Industries (eligible for 20 percent preference) and nonprofit organizations serving individuals with disabilities (eligible for 15 percent preference). All bidders, regardless of status, were required to submit an Annual Affidavit affirming compliance with Kentucky campaign finance laws, proper disclosure requirements, registration with the Kentucky Department of Revenue for sales and use tax collection, non-delinquency on state taxes or fees, and non-violation of prohibitions set forth in KRS 11A.236 during the previous ten years, with failure to comply resulting in bidder disqualification. Foreign entities were required to submit a certificate of authority to transact business in Kentucky, and all contractors were required to comply with Commonwealth information technology standards, security requirements, Section 508 accessibility compliance, and non-discrimination provisions. The contract was subject to 30 days' cancellation notice, with payment made within 30 working days of invoice receipt, and bidders could contact Evelyn Osborne at 502-564-0552 for additional information. The solicitation documents do not specify unit pricing, total contract value, or renewal options for this procurement.
