About this opportunity

Smethport Borough is soliciting sealed bids for the Hamlin Lake Park Improvements Project Phase 2, Contract No. 2025-01, a construction project located in McKean County, Pennsylvania. The procurement involves replacing an existing restroom facility with a new ADA-compliant restroom building, completing site restoration, and performing associated infrastructure work. Bids will be received exclusively through PennBid's online platform until 10:00 A.M. Eastern Standard Time on Thursday, August 28, 2025, with bids submitted through any other means being automatically disqualified. The project requires contractors to provide all necessary materials, equipment, supplies, and labor as specified in the contract documents, with a mandatory completion timeline of 150 consecutive calendar days from the issued Notice to Proceed. Potential bidders must submit an executed non-collusion affidavit and comply with Pennsylvania's Steel Procurement Act and prevailing wage rate regulations. All project documentation is available at no cost on the PennBid website, and questions must be submitted through the platform's "Clarifications" tab.

The contract is partially funded through a grant from the Commonwealth of Pennsylvania's Commonwealth Financing Authority, with additional local funds supplementing the project budget. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, bidders must adhere to state anti-bid-rigging regulations and provide appropriate bid security. The project does not indicate any incumbent vendors or specify precise budget ranges, though bidders should anticipate a comprehensive infrastructure improvement project. Contractors will be required to demonstrate compliance with state-level procurement guidelines, including prevailing wage requirements and steel procurement standards. The project's location in Smethport Borough suggests a local infrastructure enhancement initiative aimed at improving public park facilities and accessibility.
