This is a public works project subject to Illinois Prevailing Wage Act requirements, and all contractors and subcontractors must pay prevailing wages.

Peoria County is procuring on behalf of itself and the City of Peoria under a construction management at-risk (CM@Risk) delivery model with P.J. All vendors providing construction services must enter into a Community Workforce Agreement with affiliates of the West Central Illinois Building and Construction Trades Council and Peoria County per Peoria County Code of Ordinances Chapter 6.5-34 through 6.5-36. Bidders must include sample insurance certificates with proposals and comply with Equal Employment Opportunity requirements through the City of Peoria, with a $50 processing fee for EEO certification.

Construction is scheduled to commence August 1, 2026, with substantial completion required by October 1, 2026. Bids are evaluated on lowest responsive and responsible bidder basis; P.J. Hoerr, Inc. reserves the right to award to a single or multiple vendors. Payment terms provide 90% partial payment as work progresses with satisfactory approval by P.J. Hoerr, Inc., with 10% retained until substantial completion and final acceptance. Certified payrolls must be submitted weekly on a current basis. Bids remain firm for 90 days from opening. Site visits are available upon request; contact Adam Laible at adam@pjhoerr.com or 309-688-9567. Bid surety and performance/payment/maintenance bonds are not required.
