About this opportunity
The City of Daytona Beach Department of Public Works is soliciting competitive bids through an Invitation for Bid (IFB) for Halifax Harbor North Basin Dock Repairs at 351 Basin Street. The project encompasses removal and replacement of 138 twelve-inch diameter wooden piles, installation of thirty mil thick black vinyl pile wrap on each replacement pile, replacement of marine-grade timber bents, stringers, and deck boards, removal of a portion of the fuel dock roof, electrical termination work, and preparation of certified as-built drawings. Work must be performed within the existing dock footprint while maintaining continuous marina operations, with contractors required to submit thirty-day look-ahead schedules to coordinate vessel relocations. All timber materials must meet Florida Department of Transportation standards for marine-grade structural timber treated with 2.5 CCA preservative and certified by third-party quality assurance programs. Bidders must hold an active Marine Contractor or General Contractor License with a minimum of three years of required licensure prior to bid submission and must provide at least three project references demonstrating similar pile driving experience within the past ten years. A non-mandatory pre-bid conference is scheduled for May 9, 2024, at 11:00 AM at Halifax Harbor Marina with an immediate site visit to follow. The question submission deadline is May 22, 2024, at 5:00 PM, and the proposal submission deadline is May 31, 2024, at 2:00 PM, with all submissions required exclusively through the OpenGov Procurement Platform at https://procurement.opengov.com/portal/codb. All bids will be held for a maximum of sixty days from opening for review and contractor qualification investigation prior to award.
Local vendor preference applies to bidders who have maintained a permanent place of business with full-time employees within the city limits for a minimum of six months prior to bid opening and meet all state and local licensing requirements. All construction projects require a 10% bid bond, and the successful bidder must provide 100% performance and payment bonds unless the contract price is less than $100,000. The contractor must obtain all necessary permits and comply with extensive environmental and regulatory conditions, including installation and maintenance of floating turbidity barriers with weighted skirts, daily inspection and monitoring to ensure turbidity does not exceed 29 NTU, and adherence to standard manatee protection measures requiring all vessels to operate at idle speed in work areas. Insurance requirements include workers' compensation as mandated by Florida law, commercial general liability insurance with a minimum $1,000,000 combined single limit per occurrence, and watercraft protection and indemnity coverage of $1,000,000 if watercraft is used during construction. The contract requires compliance with Florida's Prompt Payment Act and authorization under Florida Department of Environmental Protection File No. ERP_241078-003 and U.S. Army Corps of Engineers Permit No. SAJ-2006-04695 (NWP-3). The pricing proposal includes fifteen line items with lump sum and unit price formats covering mobilization/demobilization, marina coordination, permits, turbidity barriers, clearing and grubbing, timber furnishing and installation, pile wrap, miscellaneous structural components, roof removal, electrical work, and as-built drawings, though specific contract value or budget range is not disclosed in the available documentation.
