About this file
This is an underwater pile survey report prepared by Premier Marine for Halifax Harbor Marina in Florida, documenting the structural condition of dock infrastructure in the North Basin. The survey was conducted over two days on October 4-5, 2023, and assessed the condition of piles supporting four separate dock structures: A-Dock, B-Dock, C-Dock, and the Fuel Dock. The survey identified deterioration caused primarily by shipworm activity affecting piles that were inadequately wrapped for underwater protection. A total of 445 piles were inspected and graded on a four-tier damage scale ranging from no damage observed to major damage, with additional notation of wrap compromise and concrete patch reinforcement. The findings revealed significant infrastructure concerns, including 115 piles at A-Dock (78 with no damage, 22 moderate, 12 severe, 3 major), 113 piles at B-Dock (24 with no damage, 47 moderate, 16 severe, 26 major), 190 piles at C-Dock (53 with no damage, 60 moderate, 41 severe, 36 major), and 27 piles at the Fuel Dock (21 with no damage, 3 moderate, 3 severe, 0 major).
The report employed a systematic methodology with underwater divers inspecting and photographing each pile while topside personnel documented findings. Damage classifications ranged from intact wrap extending to the seafloor to piles with structural compromise severe enough to allow insertion of a hand through deteriorated sections. Several dock fingers at B-Dock and C-Dock were noted as blocked or closed due to collapsed or failing piles presenting safety hazards to boaters. The survey explicitly notes that Premier Marine, while not a certified underwater survey company, possesses extensive experience in underwater pile wrapping and dock inspections. The report includes detailed photographic documentation and disclaims that final damage assessments may change upon removal and inspection of wrapping, as some piles initially graded as undamaged may exhibit greater deterioration once wrap is removed.

Halifax Harbor Marina
North Basin
Pile Survey
Purpose:
Halifax Harbor Marina requested Premier Marine conduct an underwater survey of the piles in their North Basin. The North Basin has three separate docks (A, B, and C) as well as a fuel dock.
Recently, Premier Marine made marina staff aware of their piles deteriorating due to their piles only being wrapped at the very top, leaving the bottoms exposed to degradation attributed to Shipworm activity.
Marina staff requested Premier Marine conduct an underwater survey of the North Basin to receive an updated report of the health of their piles. Within the attached document are the ultimate findings of the survey Premier Marine conducted over two days in the North Basin - Oct 4, 2023 - Oct 5, 2023.
Disclaimer: Premier Marine is not a certified underwater survey company, as such we cannot certify these findings. Premier Marine does however have extensive experience in underwater pile wrapping, dock inspections, and overall are well versed in all aspects of the underwater world. We stand by our findings within this report.
Methodology:
Divers worked thru each dock in a counter-clockwise pattern inspecting and photographing each pile. A topside diver was present to take notes as the underwater diver communicated their findings. Divers graded each pile on the following criteria:
1 - No Damage Observed: These are piles which have intact wrap extending all the way to the sea floor and have no obvious, apparent damage.
2 - Moderate Damage: These piles have apparent shipworm boring hole damage, as well as wrap that’s either peeling off, gone completely, or is only wrapped with only one sheet at the waterline. If left unchecked, these piles will continue to deteriorate and pose a safety hazard to boaters as well as potential for damage to vessels nearby.
3 - Severe Damage: These piles have begun to demonstrate significant hour glassing of the piles due to unchecked Shipworm damage. These piles also have wrap that is either peeling off, gone completely, or is wrapped with only one sheet at the waterline.
4 - Major Damage: These piles demonstrate the worst damage. Many of these piles are broken off completely in the middle, or have such substantial damage that the diver was able to place his hand inside the pile thru massive holes, or in some instances grip the entire diameter of what remains of the pile. These piles were also noted to be lacking any wrap below the waterline.
Wrap Compromised: Divers noted piles that appear to be fairly healthy still, but have had their wrap compromised for one reason or another. Many of the healthy piles (graded as a 1) only have wrap at the waterline.
Concrete Patch: A common methodology whereas concrete is poured around the piling in order to reinforce the stability of the pile.

*These numbers and findings are subject to change. It’s possible some of the ‘no damage observed’ piles, once the wrap is repaired may be of greater damage than initially assessed.
