About this opportunity

The University of Texas at Austin is soliciting proposals for selection of a Construction Manager-at-Risk for Capital Planning and Construction Project No. 102-1603, the Hal C. Weaver Power Plant Turbine Replacement, with a mandatory site tour on November 11, 2026 at 3:00 p.m. and proposals due December 3, 2026 at 6:00 p.m. CST. The solicitation carries a Veteran Heroes United in Business (VetHUB) subcontracting goal of 1% and is subject to Texas prevailing wage law.

The scope covers abatement, decommissioning, deconstruction, and demolition of existing Turbines #4 and #5 and associated auxiliary equipment at the operating plant, followed by installation of a new 25-megawatt turbine and associated electrical equipment. Respondents must demonstrate experience with power plant operations, design-assist services, multi-phased project delivery, and complex construction management in occupied facilities. The Owner reserves the right to divide the project into multiple guaranteed maximum price (GMP) packages for long-lead equipment procurement, demolition, foundations and early works, and final installation and commissioning.

The preliminary project cost estimate exceeds $40 million. The pre-construction phase runs approximately ten months, the construction phase approximately thirty months, and overall completion is anticipated for January 2030. Respondents must submit a not-to-exceed pre-construction phase fee and a construction phase fee percentage. Place of performance is the Hal C. Weaver Power Plant in Austin, Texas, within Travis County.

Proposals will be scored on 100 points across eight weighted criteria: CMAR team qualifications (20%), past performance on representative projects (20%), construction safety risk management (10%), cost control and budgeting ability (10%), schedule management capability (10%), warranty and service support programs (10%), knowledge of current construction methodologies and technologies (5%), and problem identification and resolution (5%).

The RFP was issued October 29, 2026. A pre-submittal conference is scheduled for November 5, 2026 at 10:00 a.m. CST. The public opening is December 4, 2026 at 3:30 p.m. CST, and contract issuance is anticipated by January 8, 2027.
