About this opportunity

The City of Philadelphia Free Library of Pennsylvania is soliciting quotes for Guided Reading Strips for Fiscal Year 2027 under micro purchase Bid B2728356, with quotes due November 5, 2026, through the City of Philadelphia Procurement Department's PHLContracts platform. No set-aside or preference program applies: the Local Business Entity program does not apply to small purchases. Submission requires a fully executed Consent and Authorization Agreement attached to the vendor profile or the first quote, and any individual submitting from a company account binds that company to the quote terms.

Item specifications are available through a CommonSKU portal link in the bid documents. Vendors must quote all items to be eligible for award as a whole; the City may instead award by line item, to the lowest responsive and responsible bidder, whichever serves the City's best interest. Proposed alternate products require brand, model number, and comprehensive supporting documentation submitted with the bid. Delivery goes to the Library of Accessible Media for Pennsylvanians at 1500 Spring Garden Street, Suite 230, Philadelphia, Pennsylvania 19130, and vendors may not deliver until the department notifies them. Vendors are strongly recommended to include all shipping and freight in quoted prices, and prices may not change or add freight after award.

The contract is a micro purchase, capped at $45,000 under the City's annually CPI-adjusted limit, with a 365-day term that automatically terminates. Requirements contracts allow orders at any time during the term, with each purchase order subject to the cap. Quotes must be priced net of taxes, delivered FOB Destination, and remain valid for 60 days. Payment is by electronic deposit after delivery and City approval. Sellers must carry general liability insurance of at least $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence for applicable contractors. The optional LGBTQ Applicant Data Form is voluntary.
