About this opportunity

The 32nd District Agricultural Association, operating the OC Fair & Event Center in Costa Mesa, California, is requesting bids for guest survey services including survey development, programming, bilingual administration, data collection, analysis, and reporting for the annual OC Fair and interim events, with proposals due October 22, 2026 at 11:00 a.m. A five percent small business preference and Disabled Veteran Business Enterprise (DVBE) incentive of one to four percent apply where applicable.

The scope covers annual research planning meetings, survey design with Spanish-language translation, email-based distribution with onsite QR code access, completion time of five to ten minutes, WCAG 2.1 AA accessibility compliance, daily reporting during the fair within 32 hours of each fair day, and comprehensive final reporting with statistical analysis and year-over-year comparisons. Surveys must be designed for completion online. The contractor must maintain ownership and hosting of all equipment, technology, and software platforms; the District retains sole ownership of survey data, analyses, and deliverables. No subcontracting is permitted.

The contract runs January 1, 2027 through December 31, 2028, with three optional one-year extensions exercisable at the District's discretion. Pricing uses separate hourly rates for the annual OC Fair survey (estimated 50 hours each for development and administration phases) and interim event surveys (billed at fixed hourly rates with a $10,000 annual set-aside that is not guaranteed). The District will award to the lowest-cost qualified responsive bidder.

Bidders must submit the Bidder/Contractor Status Form, a Technical Proposal with three client references demonstrating similar large-scale event experience, and completed GSPD-05-105, Darfur Contracting Act, and Iran Contracting Act certifications. Proof of commercial general liability, automobile liability, and workers' compensation insurance is due within 15 days of award. Written questions are due October 15, 2026 at 5:00 p.m. Public bid opening and evaluation occur October 22, 2026, with notice of proposed award posted October 26, 2026.
