About this opportunity
The Florida Department of Transportation (FDOT) is seeking competitive sealed bids for the procurement of guardrails and accessories through an Invitation to Bid (ITB) for fiscal year 2025-26. The solicitation encompasses 73 line items including guardrail components, end anchorage assemblies, standard parts, and fasteners that must comply with FDOT Standard Plans Index 536 Series and the Department's Approved Products List. All materials must meet or exceed FDOT specifications, with any deviations requiring detailed documentation. The technical question deadline is set for December 10, 2025, at 5:00 PM EST, with bids due on December 30, 2025, at 9:00 AM EST and a public bid opening scheduled for 10:00 AM EST in Tallahassee. Bidders must submit electronic proposals in PDF format to CO.Purch@dot.state.fl.us, with a maximum file size of 25 MB and a specific subject line format. The intended award posting date is January 12, 2026, with the contract effective upon award and continuing for three years, with potential mutual renewal for an additional three-year period.
Bidders must be actively registered in MyFloridaMarketplace (MFMP) by the bid opening date and will be subject to transaction fees. An in-state preference of five percent applies to Florida-based businesses if the lowest bid comes from an out-of-state vendor from a non-reciprocal state. All bidders must complete forms including In-State Preference, Vendor Certification Regarding Scrutinized Companies Lists, E-Verify compliance, and Ordering Instructions. Out-of-state corporations must be authorized to do business in Florida and properly licensed if applicable. The estimated annual purchase volume is approximately $400,000, though this is a guideline and not a binding commitment. Vendors must provide a warranty of at least 90 days against defective materials and workmanship, with replacements at vendor expense. Additional requirements include compliance with recycled content reporting, quality control plan approval for guardrail producers, and submission of a Foreign Country of Concern Attestation. FDOT reserves the right to award by individual item, group of items, or all items, and on a geographical or statewide basis with one or more suppliers.
