Contractors must furnish all labor, materials, supplies, tools, equipment, and traffic control necessary for routine and non-routine highway component repairs. The solicitation requires bidders to submit detailed pricing for various guardrail reconstruction and installation services, with work to be performed 24 hours a day, 7 days a week across specified state routes. Key dates include a bid availability on September 11, 2025, written questions due by September 18, 2025, and final bid submissions due by September 25, 2025 at 2:00 p.m. The estimated contract term is from November 3, 2025, to November 2, 2028.
The procurement includes significant small business and diversity considerations, with a 25% Small Business (SB) participation goal and a Disabled Veteran Business Enterprise (DVBE) incentive program that can provide up to a 5% evaluation preference for verified DVBE participation. While DVBE participation is not mandatory, it is strongly encouraged. Prevailing wage rates will apply for work exceeding $15,000, and contractors must comply with various legal and regulatory requirements, including labor laws, licensing, and safety standards. The contract will utilize unit pricing, with actual payment based on services performed under individual Service Requests, meaning the total contract amount will be determined by actual work completed. Potential bidders must demonstrate comprehensive capabilities in guardrail services, traffic control, and highway infrastructure maintenance, with a focus on precise installation and repair techniques across multiple county jurisdictions in California.
