About this opportunity

The Maine Department of Transportation, procuring through the State of Maine Office of State Procurement Services, is requesting quotations for guardrail parts and components to establish a master agreement under RFQ 17A 260407-254, with quotations due by 4:00 p.m. Eastern Time on September 8, 2026.

The scope spans 82 line items across multiple guardrail system categories: standard guardrail parts (W-beam rails, steel posts, blocks, and hardware), MATT system components, MASH system options (MSKT and MFLEAT variants), SRT-31 system items, and Nucor Nu-Guard products. Bidders must quote all items in their entirety. Equivalent products are permitted if bidders submit manufacturer documentation and specification sheets demonstrating compliance with MaineDOT Standard Specifications and Standard Details; bids proposing equivalents without compliant documentation will be rejected. All items must be new, unused, and carry a minimum one-year warranty with defective items repaired or replaced at the vendor's expense.

Pricing must be submitted on an Excel Bid Price Sheet through the State of Maine Advantage Vendor Self Service (VSS) system, with unit pricing for each line item on an FOB Destination basis to MDOT facilities in Scarborough, Augusta, Dixfield, Bangor, and Oakfield. All costs for materials, packaging, shipping, freight, handling, and delivery must be included; no additional federal, state, or local taxes are to be included. Delivery must occur within 1 to 30 calendar days from order receipt; bids exceeding 30 days are ineligible. Quoted prices must remain firm for a minimum of one year from the initial contract start date, with price adjustment requests requiring at least 60 days' advance notice and manufacturer documentation.

The initial contract period runs October 1, 2026, through September 30, 2027, with four optional one-year extension periods available through September 30, 2031. No minimum purchase quantities are guaranteed; purchases will be made on an as-needed basis. Award will be made to the lowest compliant bidder.
