About this opportunity
The Town of New Milford, Connecticut is requesting bids for the Grove Street and Hine Hill Road Signal Installation Project under LOTCIP No. L095-0006, with bids due November 5, 2026 at 3:30 p.m. and a mandatory pre-bid meeting on September 29, 2026 at 8:30 a.m. The primary contractor must self-perform at least 50% of the total original contract value—a material capability filter. The project is subject to Connecticut prevailing wage requirements and state spending allocation goals: a Small Business Enterprise goal of $56,700 and a Minority Business Enterprise goal of $27,759 (participation goals, not set-asides).
The scope encompasses clearing and grubbing, pavement work, drainage improvements, traffic control infrastructure, and installation of a full actuated traffic signal system with video detection capabilities across approximately 50 line items, including span poles, signal heads, controllers, cables, conduit, and pavement markings. Work must be completed within 240 consecutive calendar days of Notice to Proceed, with liquidated damages of $1,000 per day for non-weather delays. All work is performed during normal Town working hours (7:00 a.m. to 4:00 p.m., Monday through Friday, excluding holidays).
The project is funded with $529,200 in state funding. Bidders must demonstrate a minimum of five years' experience supplying to municipalities and submit a 5% bid bond. The successful bidder will furnish 100% performance and labor-and-material payment bonds within 10 business days of award. The Town retains 5% of each payment until final completion. Minimum insurance requirements are $2 million commercial general liability, $1 million automobile liability, and statutory workers' compensation. All subcontractors require prior written approval from the Director of Public Works. Written questions are due October 15, 2026, with responses by October 22. Sealed bids are submitted electronically through the OpenGov Procurement portal, with public opening and reading at bid closing.
