About this opportunity
The New Hampshire Department of Administrative Services, Division of Risk and Benefits, is requesting proposals for group life insurance coverage for the state's eligible full-time employees under RFP-DAS-495-27, with proposals due July 8, 2026 at 2:00 PM ET. The contract term runs five years from January 1, 2027 through December 31, 2031, with optional renewal for up to two additional years as mutually agreed and approved by the Governor and Executive Council.
The scope covers a non-participating, prospectively rated fully insured life and accidental death & dismemberment program mirroring current offerings: one employer-paid basic life plan ($50,000) and six employee-paid supplemental options including dependent child coverage. The state has approximately 10,050 employees enrolled in basic coverage with total enrollment volume of approximately $1.1 billion across all plans.
Bidders must be New Hampshire licensed insurance producers or business entities with an A.M. Best rating of B++ or higher, five years of experience with at least three public sector clients, and performance guarantees backed by a minimum percentage of annual premium at risk. Any bidder whose total paid premium exceeds 25 percent higher than the lowest bidder is excluded from further consideration.
Evaluation employs financial scoring on employer-paid premium (20 points), employee-paid premium (15 points), and total paid premium (15 points) combined with non-financial technical scoring (50 points) for a total of 100 points. The state requires fully insured rates without commissions. The current vendor is Voya Financial (ReliaStar Life Insurance Company), providing coverage since 2021. Implementation activities must commence within seven days of approval or September 1, 2026, whichever is later. Bidders' inquiries are due June 24, 2026, with responses posted by June 26, 2026.
