About this opportunity

The County of Orange, OC Waste & Recycling, is seeking competitive bids for Groundwater Control and Monitoring Systems Services for the North Region Landfills, specifically targeting the Olinda Alpha Landfill and three closed landfill sites (La Habra, La Veta, and Reeve Pit). The procurement is a fully electronic solicitation requiring vendors to submit bids through the County's online bidding system by July 23, 2025, at 3:00 pm. A mandatory pre-bid meeting and job walk is scheduled for July 10, 2025, at 9:00 am, with attendance limited to two individuals per contractor. The contract requires comprehensive services including routine preventive operations, maintenance, monitoring, sampling, and reporting for groundwater control systems, water supply systems, and stormwater management systems. Contractor qualifications include a Class A license, minimum five years of experience in groundwater and water supply system operations and maintenance, and compliance with extensive safety, environmental, and regulatory requirements. The services will involve weekly, monthly, quarterly, and annual inspections, system maintenance, pump and valve testing, and water quality monitoring, with detailed monthly reporting and emergency response capabilities.

The solicitation provides potential preference for Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) bidders, offering a possible 5% bid price reduction for qualifying businesses. The contract term is initially set for three calendar years, beginning November 15, 2025, with potential renewal for two additional years. While the total contract amount is to be determined (TBD), the pricing will be structured as a firm fixed-fee arrangement with specific unit costs for routine and non-routine services. Contractors must be prepared to provide comprehensive documentation, maintain a shared Teams calendar for planned activities, and demonstrate the ability to respond to emergencies within specified timeframes. The County will require extensive performance monitoring and reserves the right to terminate the contract with notice. Additional financial protections include a Labor and Material Payment Bond and a Faithful Performance Bond, which provide guarantees for contract compliance and payment obligations. Potential bidders should carefully review the model contract, solicitation attachments, and exhibits before submitting their electronic proposal.
