About this opportunity

The City of Wichita, Kansas, Department of Public Works & Utilities is requesting proposals for grounds maintenance services across three municipal landfill sites (Brooks Landfill, Chapin Landfill Gas Collection Area, and John's Sludge Pond) under RFP #260240, with proposals due October 9, 2026 at 10:00 a.m. and a pre-proposal conference on September 29 at 9:30 a.m. at Brooks Landfill. S/EBE (Small & Emerging Business Enterprise) participation is scored at 10% of the evaluation and requires federal or state-certified S/EBE certification, City-certified EBE certification, or a provable existing subcontractor relationship; self-attestation disqualifies the claim and awards zero points.

Proposers may bid individually or in combination on three service groups: Group 1 covers mowing and weed control at Brooks Landfill (approximately 300 acres), Chapin (approximately 4.8 acres), and John's Sludge Pond (2.7 acres); Group 2 addresses cap maintenance including erosion and settlement repair (up to 20,000 tons per year), fertilization using 10-20-10 formula at 50 lbs./acre, seeding of bare or repaired areas (up to 200 acres per year), and erosion mat installation (up to 25,000 square yards per year); and Group 3 provides miscellaneous landscaping services on an as-needed basis at hourly rates not to exceed 200 man-hours per year. Qualified proposers must have a minimum of one year's experience in similar services, hold current Kansas Department of Agriculture pesticide applicator licenses in categories 3-A, 3-B, and either 6 or 7-C, maintain $1,000,000 Commercial General Liability and $1,000,000 Comprehensive Automobile Liability insurance, and be registered with the Kansas Secretary of State.

Evaluation criteria are ability to meet proposal terms (10%), project understanding and presentation (20%), technical qualifications and resources (30%), demonstrated ability on similar projects (15%), proposed cost (15%), and S/EBE participation (10%). The City reserves the right to award based on greatest benefit rather than lowest cost. The contract term is one year with four one-year renewal options by mutual agreement. Payment terms are Net 30 days, or Net 15 days for qualified S/EBE firms, with liquidated damages of $100 per working day for missed deadlines. Written questions are due October 2 at 3:00 p.m.; City Council approval is anticipated in November 2026.
