About this opportunity

The City of St. Petersburg, located in Pinellas County, Florida, is seeking to procure a PinPoint Ground Penetrating Radar (GPR) Unit for its Water Resources Department through Quote #24-048. The procurement is a one-time goods purchase for a specialized utility location instrument designed to detect underground utilities in high water table environments. The solicitation requires vendors to be authorized dealers or resellers with at least three years of experience selling GPR units, and the device must include hands-on operator training. Proposals were due on January 24, 2024, at 3:00 pm, with the contract to be awarded to the lowest qualifying vendor. The evaluation process will utilize a pass/fail scoring method, focusing solely on the lowest quote that meets minimum qualifications. Vendors must provide commercial general liability insurance of $1 million per occurrence, commercial automobile liability insurance of $1 million, and workers' compensation insurance as required by Florida law. The city reserves the right to reject any or all proposals and award the contract in a manner that best serves its interests.

The solicitation suggests a preference for vendors registered with the Florida Department of State and potentially certified as a Small Business Enterprise (SBE), though this is not explicitly mandated as a requirement. The estimated budget for the procurement is approximately $20,000, with the specific PinPointR GPR unit detailed in the specification document priced at $15,500. The device offers advanced features including real-time dual-channel antenna technology, wireless Android-driven control, and a detection depth of 6 meters, with a 2-year warranty and less than one week of training required. Vendors must demonstrate the ability to provide a unit weighing under 50 lbs, with a lithium battery offering 7-hour runtime, and capable of operating in temperatures ranging from -20 to 50 degrees Celsius. The GPR unit must be compatible with Android devices, have wheel encoder and GPS capabilities, and meet an IP65 ruggedness rating. No incumbent vendors were specifically identified in the procurement documents, and the city maintains flexibility in the final vendor selection process.
