About this opportunity
Palm Beach County Board of County Commissioners is requesting proposals for ground application services to treat invasive and nuisance vegetation across county-owned and managed lands under RFP 26-053-JC, with proposals due July 15, 2026 at 4:00 p.m. A non-mandatory pre-proposal conference is scheduled for June 9, 2026 at 2:00 p.m., and written questions are due June 17, 2026 at 5:00 p.m.
The scope covers ground crews, equipment, herbicide, and supplies for treating aquatic, wetland, and terrestrial vegetation across two distinct treatment zones. Zone 1 comprises medium to large properties requiring substantial vehicles, specialized equipment, and personnel; Zone 2 consists of smaller urban properties with no aquatic treatments. Proposers must demonstrate experience treating invasive species including water hyacinth, melaleuca, Australian pine, and Brazilian pepper across more than 600 acres of public lakes and over 31,000 acres of natural areas. All proposers must meet specific zone-based equipment requirements to be deemed responsive and must register as vendors in the County's Vendor Self Service system prior to contract finalization.
The contract term is thirty-six months beginning August 18, 2026 through August 17, 2029, with two optional twelve-month renewal periods at the County's discretion. The County intends to award either separate contracts for each zone or one contract covering both zones based on proposal submissions.
Evaluation emphasizes experience and qualifications (40 points), key personnel and operations (15 points), price proposal (15 points), and Small Business Enterprise participation (15 points), followed by project approach (10 points) and business location/local preference (5 points). All subcontractors must be registered vendors and comply with Small Business Development Ordinance requirements, including completion of Schedules 1 through 4 for subcontracting documentation. The Notice of Intent to Award is anticipated July 30, 2026, with Board approval expected August 18, 2026. Proposals require one unbound original, seven bound copies, and one electronic PDF copy.
