About this opportunity
The Town of Berlin Public Building Commission (PBC) is seeking proposals for a comprehensive unit ventilator replacement and HVAC upgrade project at Mary E. Griswold Elementary School located in Kensington, Connecticut. The project involves complete replacement of existing unit ventilators with new Daikin models, installing exterior chillers, conducting site work, and performing partial ceiling tile replacements. Contractors must demonstrate experience with three similar municipal projects in Connecticut within the past five years and hold a current "DAS Contractor Prequalification Certificate". Key procurement dates include a mandatory pre-proposal meeting on May 8, 2025, a question submission deadline of May 22, 2025, and a proposal submission deadline of May 29, 2025 at 2:00 pm. Evaluation criteria will consider the proposer's background experience, responsiveness to RFP requirements, references, and proposed fees, with the Town reserving the right to negotiate fees and potentially conduct interviews or oral presentations. The project is anticipated to be an 18-month contract with work spanning two summer seasons and potentially including second-shift work during school sessions.
The procurement includes set-aside requirements with a goal of allocating 25% of the state-funded portion to small and minority-owned businesses. Bidders must self-perform at least 20% of the contract value and be properly licensed in Connecticut. The project is partially funded through a State Grant from the Connecticut Department of Administrative Services, which introduces specific qualifying criteria for bidders. Insurance requirements are comprehensive, including worker's compensation, general liability, professional liability, umbrella liability, automobile liability, and pollution liability coverage. While specific budget ranges are not explicitly detailed, the project involves significant electrical infrastructure upgrades, including a new 2500A rated main switchgear, replacement of electrical panels, and installation of new circuit breakers for chillers and pumps. The total connected electrical load is approximately 600,795 VA, suggesting a substantial investment in modernizing the school's mechanical and electrical systems. Proposers should be prepared for a complex, multi-phase project requiring extensive technical expertise in school infrastructure renovation.
