About this opportunity
The Virginia Department of General Services, on behalf of the Virginia Department of Corrections, is conducting an Invitation for Bids (IFB) for the replacement of cell lighting at Greensville Correctional Center located in Jarratt, Frederick County, Virginia. The project scope encompasses the replacement of 344 existing cell light fixtures across two housing units (172 fixtures per unit) with new Kenall Mighty Mac CC Series vandal-proof LED lights (9" x 48" corner-mount, hinged clamshell design) featuring 45-watt 3500K LED and 2700K night light capabilities, paired with Ideal #774035 pull-string switches, as well as the removal, abandonment, and patching of existing small lights located above sink areas. Bidders must be registered vendors in eVA and comply with Virginia licensing requirements as either a Class A or Class B Contractor depending on contract value, with a mandatory pre-bid conference scheduled for 9:30 A.M. on April 29, 2026, at the facility requiring valid identification and prior security clearance approval. Sealed bids are due electronically through eVA by 2:00 P.M. on May 12, 2026, with public bid opening scheduled for May 13, 2026, in a virtual meeting. The contract will be awarded on a lump sum basis to the lowest responsive and responsible bidder, with Substantial Completion required within 150 consecutive calendar days from the Notice to Proceed and Final Completion within 30 days thereafter. A Bid Bond equal to 5% of the total bid amount is required, and all work is subject to prevailing wage requirements as determined by the Virginia Department of Labor and Industry.
The contract is subject to standard Commonwealth of Virginia General Conditions, including requirements for performance and labor/material payment bonds if the contract exceeds $500,000, comprehensive general liability insurance of at least $2,000,000 per occurrence, all-risk builder's risk insurance, and workers' compensation coverage. Contractors must comply with security clearance requirements, Prison Rape Elimination Act (PREA) training, and facility-specific rules prohibiting electronic devices, blue jeans, and orange clothing. No specific set-aside designations for disadvantaged enterprises or minority-owned businesses are mentioned in the procurement documents, and no incumbent vendors or existing contractors are identified. The project manual does not specify a contract value or budget range; however, prevailing wage rates are established for trades including Carpenter ($15.60/hour), Electrician ($37.95/hour plus 25.95% fringe), and Laborer ($12.78/hour plus $1.37/hour fringe). Award notices will be posted on eVA and the Department of General Services website, and prospective bidders may obtain additional project information from Curtis Starke, Project Manager at the Virginia Department of Corrections, by telephone at (434) 637-1794 or by email at Curtis.Starke@vadoc.virginia.gov.
