About this opportunity

The City of Pittsburgh Office of Management & Budget, on behalf of the Department of Mobility & Infrastructure, is seeking bids for the Greenleaf St. Stabilization project, a critical infrastructure repair initiative located in Allegheny County. The procurement involves comprehensive soil and trail stabilization work above the western end of Greenleaf Street, with specific technical requirements including installing Deep Soil Mixing panels, soil nails, micropiles, and reconstructing portions of the Emerald View Park trail. Contractors must demonstrate extensive geotechnical expertise, with specific qualification requirements including successful completion of at least five deep soil mixing projects totaling 200,000 cubic yards in the past five years. The bid was released on October 24, 2023, with a non-mandatory pre-bid meeting held on November 8, 2023, and a question submission deadline of November 14, 2023. Sealed electronic bids are due on November 21, 2023, at 2:00 pm through the ProcureNow platform, with a total project completion timeline of 336 calendar days from the Notice to Proceed.

The project is funded through federal sources, specifically the Community Development Block Grant (CDBG) program, which may impose additional compliance requirements such as Davis-Bacon Act regulations and System for Award Management (SAM.gov) registration. Bidders must provide a 5% bid bond and a 100% performance bond, with prevailing wage rates applied according to Pennsylvania state labor regulations. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, contractors must comply with equal opportunity provisions. The project requires comprehensive insurance coverage, including $1,000,000 per occurrence general liability, $2,000,000 aggregate automotive liability, and $5,000,000 umbrella liability insurance. Though a precise budget range is not specified, the detailed pricing proposal includes 70 line items covering various construction activities, suggesting a substantial infrastructure investment aimed at addressing a 2018 landslide that destroyed a house and closed Greenleaf Street and the South Main Street ramp.
