About this file

These General Provisions documents are for the Soil Stabilization Above Greenleaf Street project by the City of Pittsburgh, located in the 19th Ward of Allegheny County, Pennsylvania. The project aims to stabilize a hillside slope that was part of a 2018 landslide that destroyed a house and closed Greenleaf Street and the South Main Street ramp. The work includes installing deep soil mixing panels, a rock buttress, soil nails, micropiles, and a geosynthetically-stabilized soil trail. Additional tasks involve construction surveying, erosion control, traffic management, site preparation, testing, and reconstructing a portion of Greenleaf Street pavement.

The contract requires the contractor to obtain comprehensive insurance coverage, including general liability with $1,000,000 per occurrence and $2,000,000 aggregate, automotive liability insurance of $2,000,000, umbrella liability insurance of $5,000,000, and statutory workers' compensation. The project has specific noise restrictions, limiting work to Monday-Saturday from 7 a.m. to 8 p.m. and prohibiting work on specified city holidays. Materials used in the project will require quality control testing by the contractor, observation by the owner's representative, and manufacturer or supplier certification. The city emphasizes that alternative methods will only be considered after bid opening and is not obligated to accept alternative methods or value-engineered solutions.

SECTION 0030

DESCRIPTION OF WORK

SOIL STABILIZATION ABOVE GREENLEAF STREET

19TH WARD – CITY OF PITTSBURGH, ALLEGHENY COUNTY, PENNSYLVANIA

This work will install stabilizing treatments on the hillside slope above the western, bottom portion of Greenleaf Street. The work, indicated on the Project documents, generally consists of deep soil mixing and installation of rock buttress, adjacent Greenleaf St, at the toe of the slope and . Work on the upper slope, adjacent the Emerald View Park Trail, includes excavation and installation of soil nails, installation of a line of micropiles with concrete cap and installation of geosynthetically-stabilized soil trail. Work also includes reconstructing a portion of Greenleaf St adjacent the historic slide area.

As background, the existing earthen slope above Greenleaf Street was part of a 2018 slide that destroyed at least one house and closed Greenleaf Street and the South Main Street ramp. To mitigate the risk of a future landslide and its potential detrimental effects on transportation networks, the City seeks to further stabilize the hillside with several landslide remediation techniques.

The work will generally include the following tasks, not necessarily in this order. Some necessary tasks may be omitted from this list:

Design Soil Nail Work Plan, Deep Soil Mixing Work Plan.

Perform Construction surveying.

Install Limit of Disturbance (LOD) work area boundary stakes.

Install erosion and sedimentation measures and rock construction entrance.

Design and implement a Traffic Control Plan.

Perform general site preparations for deep soil mixing work.

Perform deep soil mixing bench scale testing program.

Install deep soil mixed test panel and collect QA/QC samples from the test panel.

Construct the deep soil mixed panels.

Construct rock buttress above the upper row of deep soil mixed panels.

Stabilize the slope around the emerald view trail by installing soil nails and mesh, micropiles and geogrid reinforced slope treatment and the final trail surface.

Reconstruct a portion of the Greenleaf street pavement.

Topsoil, seed and mulch disturbed areas. Remove erosion and sedimentation measures.

Removal of any traffic control measures.

ALL WORK IS TO OCCUR IN ACCORDANCE WITH THE CONTRACT DRAWINGS,

SPECIFICATIONS, GENERAL AND SPECIAL PROVISIONS.

ALTERNATIVE METHODS WILL ONLY BE CONSIDERED AFTER THE BID

OPENING. THE CITY OF PITTSBURGH IS NOT OBLIGATED TO ACCEPT

ALTERNATIVE METHODS OR VALUE ENGINEERED SOLUTIONS.
