About this opportunity

The California Department of Food and Agriculture (CDFA) has issued Invitation for Bid (IFB) 25-0095a for pesticide spray services for greenhouse plants located at the PHPPS/Pest Exclusion facility at 3294 Meadowview Road, Sacramento, California. The primary objective is to maintain plants in a pest-free condition by eliminating visible insect, arachnid, fungal, and oomycete pests through professional pesticide application services. The contractor must provide all labor, services, and chemicals necessary for spray applications, which may occur up to three times monthly depending on pest infestation levels, with work scheduled for Fridays between 7:00 AM and 3:00 PM or as agreed upon by the project manager. Deliverables include pesticide spraying services estimated at approximately 90 hours per year across the contract term, with a baseline service schedule of one application each in April and November, two applications each in May and October, and three applications per month during June through September. The contractor must hold either a Category D (Plant Agriculture) Qualified Applicator Certificate or Qualified Applicator License classification and must provide personal protective equipment, spray equipment, and appropriate chemical pesticides. Bids are due by 2:00 PM Pacific Time on April 27, 2026, with cost proposal opening and notice of proposed award expected within five business days thereafter. The contract runs from April 1, 2026, through March 31, 2027, with two optional one-year renewal periods available if funding is appropriated and program needs warrant continuation.

The procurement is subject to California's small business preference program, which provides a five percent preference to certified small businesses, and requires a minimum of three percent Disabled Veteran Business Enterprise (DVBE) participation for bid responsiveness. The contractor must maintain pollution liability insurance with limits of $1,000,000 per incident and $2,000,000 aggregate, commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and workers' compensation coverage. Travel costs shall be reimbursed at rates established by the California Department of Human Resources, and all invoices must be submitted within 30 calendar days from the end of each month in which services are rendered. Award will be made to the lowest responsive and responsible bid. The cost proposal must include hourly rates and total costs for each contract year, with all expenses—including labor, equipment, parts, materials, tools, licenses, permits, supervision, inspection, insurance, transportation, and travel—being fully inclusive in the pricing. No specific budget range or award value is published in the solicitation materials; costs will be determined competitively through the bidding process.
