About this opportunity

The City of Seattle is requesting proposals for greenhouse gas inventory verification services for Seattle City Light under California, Washington, and The Climate Registry reporting programs, with proposals due September 18, 2026 at 4:00 p.m. and questions due September 11, 2026 at 12:00 p.m. This procurement carries a restrictive minimum-qualification requirement: the awardee must hold CARB accreditation as a verification body for California, Ecology accreditation for Washington, and ANSI/ANAB accreditation as a TCR-recognized verification body with sector-specific accreditation in organizational-level general scope, power generation scope, and electric power transactions scope. At least one verification team member must be accredited by both CARB and Ecology as a transactions specialist. The consultant cannot have verified City Light's emissions under the same regulations for more than six consecutive years prior to engagement.

The scope is independent third-party verification of City Light's annual greenhouse gas emissions inventories for calendar years 2025–2028 submitted under California's Mandatory Reporting Rule, Washington's WAC 173-443, and TCR's General Reporting Protocol. Three major milestones require verification completion by August 10, 2027 (2026 emissions and TCR 2025), August 10, 2028 (2027 emissions and TCR 2026), and August 10, 2029 (2028 emissions and TCR 2027).

The total estimated fixed-price budget is $90,000 across the contract term through December 31, 2029. No payments will be made until the consultant achieves all required accreditations; failure to obtain ANSI/ANAB-TCR accreditation may result in contract termination and payment forfeiture.

Evaluation criteria include initial responsiveness and minimum-qualifications screening, followed by scoring on contractor information and project team experience (20 points), cost proposal (15 points), and presentation and interview performance (65 points). A pre-submittal conference is scheduled for September 9, 2026 at 9:00 a.m. via Microsoft Teams. Contract execution is anticipated for November 3, 2026. The consultant questionnaire and detailed proposal forms requiring company experience, project team credentials, and cost breakdowns are attached.
