About this file
This is a Proposal Form document for minimum qualifications submitted to the City of Seattle in response to Request for Proposal #SCL-767082195 for Greenhouse Gas Inventory Verification services covering California, Washington, and The Climate Registry (TCR). The City of Seattle seeks qualified verification bodies to conduct greenhouse gas inventory verification activities for its reporting obligations under California's Mandatory Reporting Rule, Washington's WAC 173-443, and TCR's voluntary reporting program. Proposals are due by 4:00 pm on Friday, September 18, 2026, with all questions to be submitted through the e-procurement portal no later than 12:00 pm on Friday, September 11, 2026.
The document establishes three mandatory minimum qualifications that all consultants must meet to be considered eligible for award. Consultants must be CARB-accredited verification bodies for California, Ecology-accredited for Washington, and possess at least one verification team member accredited as a transactions specialist by both agencies. Consultants must also be ANSI/ANAB-accredited and TCR-recognized verification bodies to conduct GHG inventory verification services for TCR's program, with failure to maintain this accreditation potentially resulting in contract termination and forfeiture of payments. Additionally, consultants must hold accreditation against three specific scopes: Organizational-level General Scope (ANSI Group 1), Power Generation Scope (ANSI Group 3), and Electric Power Transactions Scope (ANSI Group 4), with sector-specific accreditation required to verify City Light's inventories and power delivery metrics prepared under TCR's Electric Power Sector Protocol. Consultants are prohibited from serving as the same verification body for City Light for more than six consecutive years per regulatory requirements.
